            [wr_content] => 본 연구는 보통교부세의 재정형평화 기능을 분석하기 위해 특‧광역시, 도, 시, 군으로 구분하여 보통 교부세 교부 전-후의 변이계수를 비교·분석하였다. 분석 결과, 2010년부터 2019년까지 10년간 보통 교부세는 특‧광역시, 도, 시, 군 간의 재정불균형을 완화하는 재정형평화 기능을 꾸준히 수행해 왔다. 특히, 시와 군에 미치는 보통교부세의 재정형평화 기능이 매우 강하였다. 하지만, 10년간 변이계수의 증감의 폭이 작고 불규칙하여 보통교부세의 재정형평화 기능이 점차 강해지고 있다고 보기는 어렵다. 이러한 분석결과를 토대로, 향후에는 보통교부세가 재정형평화 기능에 더욱 충실할 수 있도록 법정 교부세율을 인상할 필요가 있고 중앙정부와 지자체의 협의를 통해 보통교부세 제도를 개선하는 과정 이 필요할 것이다. 또한, 현재 추진 중인 재정분권 방안에 보통교부세 제도를 연계하는 종합적인 접 근이 필요하다.

            [wr_content] => 이 연구는 지방 인사공정성에 영향을 주는 구조적 요인 중 정치요인에 초점을 두고 진행되었다. 특 히, 지방정치구조가 인구의 변화에 따라 영향을 받을 수밖에 없으므로 현재 우리나라에서 급속하게 진행되고 있는 고령화가 지방정치라는 매개변수를 통해 지방 인사공정성에 어떠한 영향을 줄 것인가 에 대해 검토하였다. 인구구조 변화는 농촌지역과 도시지역이 서로 다른 형대로 진행된다. 첫째, 농 촌 지역의 정치구조는 혈연·학연, 소 지역주의 등이 발생하는데, 인구감소와 고령화라는 인구구조 변 화는 이러한 현상을 보다 가중 시켜 지방자치단체 인사에 있어 정실인사가 확대될 가능성이 크다. 이에 반해 도시지역은 유입인구 규모가 커 혈연‧지연 등에 의한 정실인사 가능성은 상대적으로 낮으 나 인구규모가 지나치게 확대되어 주민참여가 어려워지므로 주민통제 기능이 약화될 수 있으며 이 경우에도 지방자치단체의 인사부조리가 발생할 가능성은 커진다. 다만, 이러한 추정은 제도적 구조변 화, 주민의식의 변화 등은 불변하는 것으로 간주하므로 지방인사공정성 강화를 위해서는 환경변화에 따른 제도적 구조의 개편, 주민참여의식의 성장 등이 필요하다.

            [wr_content] => 본 연구는 주민소환제의 운영실태를 분석하여 제도의 개선방안을 모색하는 데 있다. 주민소환제는 주민들에게 선출직공직자에게 해임 권한까지 부여하여 행정의 책임성을 높일 수 있다. 특히, 현행 주 민소환제도는 어떤 문제점이 있는지를 살펴보고 운영상의 개선방안을 모색하고자 하였다. 첫째, 주민 소환의 대상은 형평성 차원에서 선출직 공직자와 정무직 공직자 까지 확대해야 한다. 둘째, 주민소환 사유는 권력의 오·남용의 문제를 방지하기 위해 책임성 여부를 명확하게 제시해야 한다. 셋째, 주민 소환투표와 소환선거 이후의 후임자 승계까지 고려해야 한다. 넷째, 주민소환대상자의 권한정지는 2 주일 이내로 제한 하도록 명시하는 것이 필요하다. 다섯째, 주민소환의 소요경비는 선거기탁금제도를 활용해 볼 수 있다. 여섯째, 주민소환제 남용을 방지하기 위한 보완장치로 주민소환조정위원회를 설 치해 볼 수 있다.

            [wr_content] => 주민자치회는 민주주의의 원리와 가치를 생활세계에서 실현할 수 있는 제도적 공간이며, 시민으로서 주민들이 스스로 책임지고 결정하는 민주주의 실천의 가장 중요한 단위이다. 본 연구는 주민자치회의 실제 사례를 하버마스가 제시한 논증의 구조에 따라 실제 현상들을 이해하고, 주민자치회의 성공적인 정착과 확산을 위한 작동기제가 무엇인지 분석하였다. 또한 자료와 실제적 현상을 설명해 주는 법칙 적 근거와 이를 지지하고 정당화 시켜주는 논의를 통해 주민자치회가 민주주의의 원리와 가치들을 내 포하고 있으며, 민주시민교육의 장으로서 기능할 수 있는 가능성을 모색하였다. 본 연구는 첫째, 주민 자치회는 실질적인 주민자치를 이루기 위한 시민의 역량을 함양하는 민주시민교육의 장이 될 수 있으 며, 둘째, 실질적인 주민자치회가 풀뿌리 자치를 더 심화하는데 필요한 것임을 강조하였다

            [wr_content] => 본 연구는 보통교부세의 재정형평화 기능을 분석하기 위해 특‧광역시, 도, 시, 군으로 구분하여 보통 교부세 교부 전-후의 변이계수를 비교·분석하였다. 분석 결과, 2010년부터 2019년까지 10년간 보통 교부세는 특‧광역시, 도, 시, 군 간의 재정불균형을 완화하는 재정형평화 기능을 꾸준히 수행해 왔다. 특히, 시와 군에 미치는 보통교부세의 재정형평화 기능이 매우 강하였다. 하지만, 10년간 변이계수의 증감의 폭이 작고 불규칙하여 보통교부세의 재정형평화 기능이 점차 강해지고 있다고 보기는 어렵다. 이러한 분석결과를 토대로, 향후에는 보통교부세가 재정형평화 기능에 더욱 충실할 수 있도록 법정 교부세율을 인상할 필요가 있고 중앙정부와 지자체의 협의를 통해 보통교부세 제도를 개선하는 과정 이 필요할 것이다. 또한, 현재 추진 중인 재정분권 방안에 보통교부세 제도를 연계하는 종합적인 접 근이 필요하다.

            [wr_content] => 이 연구는 지방 인사공정성에 영향을 주는 구조적 요인 중 정치요인에 초점을 두고 진행되었다. 특 히, 지방정치구조가 인구의 변화에 따라 영향을 받을 수밖에 없으므로 현재 우리나라에서 급속하게 진행되고 있는 고령화가 지방정치라는 매개변수를 통해 지방 인사공정성에 어떠한 영향을 줄 것인가 에 대해 검토하였다. 인구구조 변화는 농촌지역과 도시지역이 서로 다른 형대로 진행된다. 첫째, 농 촌 지역의 정치구조는 혈연·학연, 소 지역주의 등이 발생하는데, 인구감소와 고령화라는 인구구조 변 화는 이러한 현상을 보다 가중 시켜 지방자치단체 인사에 있어 정실인사가 확대될 가능성이 크다. 이에 반해 도시지역은 유입인구 규모가 커 혈연‧지연 등에 의한 정실인사 가능성은 상대적으로 낮으 나 인구규모가 지나치게 확대되어 주민참여가 어려워지므로 주민통제 기능이 약화될 수 있으며 이 경우에도 지방자치단체의 인사부조리가 발생할 가능성은 커진다. 다만, 이러한 추정은 제도적 구조변 화, 주민의식의 변화 등은 불변하는 것으로 간주하므로 지방인사공정성 강화를 위해서는 환경변화에 따른 제도적 구조의 개편, 주민참여의식의 성장 등이 필요하다.

            [wr_content] => 사회과학에서 양적 방법과 질적 방법 간의 논쟁은 역사가 오래되었다. 양적 방법과 질적 방법이 양 립불가능한 것으로 보는 견해도 있고, 양립가능한 것으로 보는 견해도 있다. 그러나 학문적 논쟁과는 별개로, 연구에 있어서는 연구자의 목적에 따라 질적 방법과 양적 방법이 다양하게 쓰이고 있으며, 혼합 연구가 유용한 연구결과들을 내놓고 있다. 혼합 방법은 ‘삼각법’이라고 불리기도 한다. 한편 현 실적으로 국제개발협력 프로젝트의 평가에 있어서는 양적 방법과 질적 방법을 같이 사용할 수 밖에 없다. 학술적 논쟁보다는 국제개발협력 프로젝트에 대한 정확한 평가를 위해서 필요하다. 왜냐하면 수원국에는 통계와 같은 양적자료가 충분하지도 않을 뿐만 아니라, 현장연구가 필수적이기 때문이다. 실제로 대부분의 국제개발협력 프로젝트 평가는 혼합 방법에 의존한다. 그럼에도 국제개발협력 분야 에서 양적 방법, 질적 방법, 혼합 방법에 대한 고찰은 부족하다. 이 논문은 양적 방법과 질적 방법 의 비교를 위한 기본 문제를 8개의 범주로 나누어 고찰하였다. 그리고 양적 방법과 질적 방법의 양 립이 가능하다는 주장, 즉 혼합 방법의 이론적 근거, 방법, 기대 효과를 고찰하였다. 마지막으로 국 제개발협력 프로젝트 평가를 위한 혼합 방법의 적용을 7개의 범주로 나누어 고찰하였다. 무엇보다 국제개발협력 프로젝트의 평가에 있어서는 양적 방법과 질적 방법이 학술적 논쟁과는 별 개로 모두 사용되고 있다. 수원국(recipient country)에는 통계 등 양적 자료가 충분하지 않을 뿐더 러, 양적 자료로 측정할 수 없는 것이 많다. 또 국제개발협력 프로젝트의 평가는 반드시 현장연구가 수행되어야 하며, 지역연구, 인터뷰 등 질적 연구 방법이 많이 사용되고 있다. 또 평가에 다양한 학 문적 배경을 가진 연구자들이 참여하는 학제간(Interdisciplinarity) 연구가 이미 혼합 방법을 전제로 하고 있기도 하다.

            [wr_content] => 본 연구는 보통교부세의 재정형평화 기능을 분석하기 위해 특‧광역시, 도, 시, 군으로 구분하여 보통 교부세 교부 전-후의 변이계수를 비교·분석하였다. 분석 결과, 2010년부터 2019년까지 10년간 보통 교부세는 특‧광역시, 도, 시, 군 간의 재정불균형을 완화하는 재정형평화 기능을 꾸준히 수행해 왔다. 특히, 시와 군에 미치는 보통교부세의 재정형평화 기능이 매우 강하였다. 하지만, 10년간 변이계수의 증감의 폭이 작고 불규칙하여 보통교부세의 재정형평화 기능이 점차 강해지고 있다고 보기는 어렵다. 이러한 분석결과를 토대로, 향후에는 보통교부세가 재정형평화 기능에 더욱 충실할 수 있도록 법정 교부세율을 인상할 필요가 있고 중앙정부와 지자체의 협의를 통해 보통교부세 제도를 개선하는 과정 이 필요할 것이다. 또한, 현재 추진 중인 재정분권 방안에 보통교부세 제도를 연계하는 종합적인 접 근이 필요하다.

            [wr_content] => 이 연구는 지방 인사공정성에 영향을 주는 구조적 요인 중 정치요인에 초점을 두고 진행되었다. 특 히, 지방정치구조가 인구의 변화에 따라 영향을 받을 수밖에 없으므로 현재 우리나라에서 급속하게 진행되고 있는 고령화가 지방정치라는 매개변수를 통해 지방 인사공정성에 어떠한 영향을 줄 것인가 에 대해 검토하였다. 인구구조 변화는 농촌지역과 도시지역이 서로 다른 형대로 진행된다. 첫째, 농 촌 지역의 정치구조는 혈연·학연, 소 지역주의 등이 발생하는데, 인구감소와 고령화라는 인구구조 변 화는 이러한 현상을 보다 가중 시켜 지방자치단체 인사에 있어 정실인사가 확대될 가능성이 크다. 이에 반해 도시지역은 유입인구 규모가 커 혈연‧지연 등에 의한 정실인사 가능성은 상대적으로 낮으 나 인구규모가 지나치게 확대되어 주민참여가 어려워지므로 주민통제 기능이 약화될 수 있으며 이 경우에도 지방자치단체의 인사부조리가 발생할 가능성은 커진다. 다만, 이러한 추정은 제도적 구조변 화, 주민의식의 변화 등은 불변하는 것으로 간주하므로 지방인사공정성 강화를 위해서는 환경변화에 따른 제도적 구조의 개편, 주민참여의식의 성장 등이 필요하다.

            [wr_content] => 본 연구는 보통교부세의 재정형평화 기능을 분석하기 위해 특‧광역시, 도, 시, 군으로 구분하여 보통 교부세 교부 전-후의 변이계수를 비교·분석하였다. 분석 결과, 2010년부터 2019년까지 10년간 보통 교부세는 특‧광역시, 도, 시, 군 간의 재정불균형을 완화하는 재정형평화 기능을 꾸준히 수행해 왔다. 특히, 시와 군에 미치는 보통교부세의 재정형평화 기능이 매우 강하였다. 하지만, 10년간 변이계수의 증감의 폭이 작고 불규칙하여 보통교부세의 재정형평화 기능이 점차 강해지고 있다고 보기는 어렵다. 이러한 분석결과를 토대로, 향후에는 보통교부세가 재정형평화 기능에 더욱 충실할 수 있도록 법정 교부세율을 인상할 필요가 있고 중앙정부와 지자체의 협의를 통해 보통교부세 제도를 개선하는 과정 이 필요할 것이다. 또한, 현재 추진 중인 재정분권 방안에 보통교부세 제도를 연계하는 종합적인 접 근이 필요하다.

            [wr_content] => 본 연구는 보통교부세의 재정형평화 기능을 분석하기 위해 특‧광역시, 도, 시, 군으로 구분하여 보통 교부세 교부 전-후의 변이계수를 비교·분석하였다. 분석 결과, 2010년부터 2019년까지 10년간 보통 교부세는 특‧광역시, 도, 시, 군 간의 재정불균형을 완화하는 재정형평화 기능을 꾸준히 수행해 왔다. 특히, 시와 군에 미치는 보통교부세의 재정형평화 기능이 매우 강하였다. 하지만, 10년간 변이계수의 증감의 폭이 작고 불규칙하여 보통교부세의 재정형평화 기능이 점차 강해지고 있다고 보기는 어렵다. 이러한 분석결과를 토대로, 향후에는 보통교부세가 재정형평화 기능에 더욱 충실할 수 있도록 법정 교부세율을 인상할 필요가 있고 중앙정부와 지자체의 협의를 통해 보통교부세 제도를 개선하는 과정 이 필요할 것이다. 또한, 현재 추진 중인 재정분권 방안에 보통교부세 제도를 연계하는 종합적인 접 근이 필요하다.

            [wr_content] => 이 연구는 지방 인사공정성에 영향을 주는 구조적 요인 중 정치요인에 초점을 두고 진행되었다. 특 히, 지방정치구조가 인구의 변화에 따라 영향을 받을 수밖에 없으므로 현재 우리나라에서 급속하게 진행되고 있는 고령화가 지방정치라는 매개변수를 통해 지방 인사공정성에 어떠한 영향을 줄 것인가 에 대해 검토하였다. 인구구조 변화는 농촌지역과 도시지역이 서로 다른 형대로 진행된다. 첫째, 농 촌 지역의 정치구조는 혈연·학연, 소 지역주의 등이 발생하는데, 인구감소와 고령화라는 인구구조 변 화는 이러한 현상을 보다 가중 시켜 지방자치단체 인사에 있어 정실인사가 확대될 가능성이 크다. 이에 반해 도시지역은 유입인구 규모가 커 혈연‧지연 등에 의한 정실인사 가능성은 상대적으로 낮으 나 인구규모가 지나치게 확대되어 주민참여가 어려워지므로 주민통제 기능이 약화될 수 있으며 이 경우에도 지방자치단체의 인사부조리가 발생할 가능성은 커진다. 다만, 이러한 추정은 제도적 구조변 화, 주민의식의 변화 등은 불변하는 것으로 간주하므로 지방인사공정성 강화를 위해서는 환경변화에 따른 제도적 구조의 개편, 주민참여의식의 성장 등이 필요하다.

            [wr_content] => 사회과학에서 양적 방법과 질적 방법 간의 논쟁은 역사가 오래되었다. 양적 방법과 질적 방법이 양 립불가능한 것으로 보는 견해도 있고, 양립가능한 것으로 보는 견해도 있다. 그러나 학문적 논쟁과는 별개로, 연구에 있어서는 연구자의 목적에 따라 질적 방법과 양적 방법이 다양하게 쓰이고 있으며, 혼합 연구가 유용한 연구결과들을 내놓고 있다. 혼합 방법은 ‘삼각법’이라고 불리기도 한다. 한편 현 실적으로 국제개발협력 프로젝트의 평가에 있어서는 양적 방법과 질적 방법을 같이 사용할 수 밖에 없다. 학술적 논쟁보다는 국제개발협력 프로젝트에 대한 정확한 평가를 위해서 필요하다. 왜냐하면 수원국에는 통계와 같은 양적자료가 충분하지도 않을 뿐만 아니라, 현장연구가 필수적이기 때문이다. 실제로 대부분의 국제개발협력 프로젝트 평가는 혼합 방법에 의존한다. 그럼에도 국제개발협력 분야 에서 양적 방법, 질적 방법, 혼합 방법에 대한 고찰은 부족하다. 이 논문은 양적 방법과 질적 방법 의 비교를 위한 기본 문제를 8개의 범주로 나누어 고찰하였다. 그리고 양적 방법과 질적 방법의 양 립이 가능하다는 주장, 즉 혼합 방법의 이론적 근거, 방법, 기대 효과를 고찰하였다. 마지막으로 국 제개발협력 프로젝트 평가를 위한 혼합 방법의 적용을 7개의 범주로 나누어 고찰하였다. 무엇보다 국제개발협력 프로젝트의 평가에 있어서는 양적 방법과 질적 방법이 학술적 논쟁과는 별 개로 모두 사용되고 있다. 수원국(recipient country)에는 통계 등 양적 자료가 충분하지 않을 뿐더 러, 양적 자료로 측정할 수 없는 것이 많다. 또 국제개발협력 프로젝트의 평가는 반드시 현장연구가 수행되어야 하며, 지역연구, 인터뷰 등 질적 연구 방법이 많이 사용되고 있다. 또 평가에 다양한 학 문적 배경을 가진 연구자들이 참여하는 학제간(Interdisciplinarity) 연구가 이미 혼합 방법을 전제로 하고 있기도 하다.
