            [wr_content] => [초록] 본 연구는 동아시아 발전국가모델의 대표 국가인 한국, 대만, 일본의 경제성장 경험을 정부의 역할, 문화·역사적 환경을 비교하고 국제개발협력 분야 적용가능성을 모색하는 것이다. 개도국 정부가 발전국가모델을 발전전략으로 채택하고 실현하기 위해서 우선 요구되는 것은 정부의 역할이라 할 수 있다. 발전국가론이 요구하는 국가자율성은 정부개입의 정당성을 확보하는 기본이 되며 정책의 투명성과 정치지도자의 도덕적 신념을 바탕으로 형성될 수 있다. 발전국가모델은 정치적 합의와 국민적지지, 정부-기업 간의 협력 네트워크가 없이는 성공하기 힘들다는 것을 한국, 일본, 대만의 사례에서 발견할 수 있었다. 60~70년대 냉전체제 아래에서 추진된 미국의 동북아정책과 같은 역사적 외부환경은 정부 주도의 경제발전 전략을 지지하거나 용인하는 역할을 하였으며 한국, 일본, 대만의 발전국가 전략에 큰 영향을 미친 외부적 역사적 환경임을 발견할 수 있었다.

우리나라 농촌지역의 경우 사회적경제의 중요성이 점점 더 커지고 있으나 지속가능한 성장의  한계와 위기에 직면해 있으며, 여기에는 다수의 요인들이 상호작용하는 인과순환적 피드백구조들이 작동하고 있을 것이라는 연구문제를 설정하였다. 이 논문의 연구 목적은 농촌지역에 대한 관심과 정책적 맥락에서 우리나라 농촌지역 사회적경제의 지속가능한 성장을 제약하는  구조적인 한계가 어떠한 인과순환적 피드백구조들에 의해 초래되는가를 규명하고, 나아가서는 이를 극복하기 위한 정책지렛대를 탐색하는데 있다. 이러한 연구목적을 달성하기 위하여 이 논문에서는 시스템사고(Systems thinking)와 그에 따른 인과지도 분석기법 사용하여 개별적인 요인들의 탐색과 나열이 아닌 시스템을 구성하는 내생적 요인들의 상호작용에서 지배적인 인과순환적 피드백구조(dominant feedback structure)를 도출하고 성장의 한계 극복을 위한 정책지렛대를 도출하였다. 분석결과 농촌지역 사회적경제의 한계는 역설적으로 정부주도의 제도화에 따른 특정 사업유형으로의 동형화와 편중, 지역적 크림스키밍(cream-skimming)에 따른 쏠림, 자금지원 의존에 따른 자생력 위축, 낮은 인식수준 등이 강화되는 인과순환적 피드백구조가 작동하기 때문인 것으로 규명되었다.  이러한 성장의 한계를 극복하기 위해서는 인과순환적 피드백구조에 작동할 수 있는 다양한 정책지렛대로서 인증제도 전환, 성과기반의 정부지원, 지역균형 관점을 고려한 인증, 혁신역량 강화지원, 다양한 사회적 가치 실현 활동 및 소비참여, 연대와 협력활동 지원 및 홍보강화, 그리고 사람중심의 보편적 가치실현을 위한 보편적 제도로서 사회적경제기본법 합의와 제정 등을 제시하였다.

            [wr_content] => [초록] 본 연구는 동아시아 발전국가모델의 대표 국가인 한국, 대만, 일본의 경제성장 경험을 정부의 역할, 문화·역사적 환경을 비교하고 국제개발협력 분야 적용가능성을 모색하는 것이다. 개도국 정부가 발전국가모델을 발전전략으로 채택하고 실현하기 위해서 우선 요구되는 것은 정부의 역할이라 할 수 있다. 발전국가론이 요구하는 국가자율성은 정부개입의 정당성을 확보하는 기본이 되며 정책의 투명성과 정치지도자의 도덕적 신념을 바탕으로 형성될 수 있다. 발전국가모델은 정치적 합의와 국민적지지, 정부-기업 간의 협력 네트워크가 없이는 성공하기 힘들다는 것을 한국, 일본, 대만의 사례에서 발견할 수 있었다. 60~70년대 냉전체제 아래에서 추진된 미국의 동북아정책과 같은 역사적 외부환경은 정부 주도의 경제발전 전략을 지지하거나 용인하는 역할을 하였으며 한국, 일본, 대만의 발전국가 전략에 큰 영향을 미친 외부적 역사적 환경임을 발견할 수 있었다.

우리나라 농촌지역의 경우 사회적경제의 중요성이 점점 더 커지고 있으나 지속가능한 성장의  한계와 위기에 직면해 있으며, 여기에는 다수의 요인들이 상호작용하는 인과순환적 피드백구조들이 작동하고 있을 것이라는 연구문제를 설정하였다. 이 논문의 연구 목적은 농촌지역에 대한 관심과 정책적 맥락에서 우리나라 농촌지역 사회적경제의 지속가능한 성장을 제약하는  구조적인 한계가 어떠한 인과순환적 피드백구조들에 의해 초래되는가를 규명하고, 나아가서는 이를 극복하기 위한 정책지렛대를 탐색하는데 있다. 이러한 연구목적을 달성하기 위하여 이 논문에서는 시스템사고(Systems thinking)와 그에 따른 인과지도 분석기법 사용하여 개별적인 요인들의 탐색과 나열이 아닌 시스템을 구성하는 내생적 요인들의 상호작용에서 지배적인 인과순환적 피드백구조(dominant feedback structure)를 도출하고 성장의 한계 극복을 위한 정책지렛대를 도출하였다. 분석결과 농촌지역 사회적경제의 한계는 역설적으로 정부주도의 제도화에 따른 특정 사업유형으로의 동형화와 편중, 지역적 크림스키밍(cream-skimming)에 따른 쏠림, 자금지원 의존에 따른 자생력 위축, 낮은 인식수준 등이 강화되는 인과순환적 피드백구조가 작동하기 때문인 것으로 규명되었다.  이러한 성장의 한계를 극복하기 위해서는 인과순환적 피드백구조에 작동할 수 있는 다양한 정책지렛대로서 인증제도 전환, 성과기반의 정부지원, 지역균형 관점을 고려한 인증, 혁신역량 강화지원, 다양한 사회적 가치 실현 활동 및 소비참여, 연대와 협력활동 지원 및 홍보강화, 그리고 사람중심의 보편적 가치실현을 위한 보편적 제도로서 사회적경제기본법 합의와 제정 등을 제시하였다.

우리나라 농촌지역의 경우 사회적경제의 중요성이 점점 더 커지고 있으나 지속가능한 성장의  한계와 위기에 직면해 있으며, 여기에는 다수의 요인들이 상호작용하는 인과순환적 피드백구조들이 작동하고 있을 것이라는 연구문제를 설정하였다. 이 논문의 연구 목적은 농촌지역에 대한 관심과 정책적 맥락에서 우리나라 농촌지역 사회적경제의 지속가능한 성장을 제약하는  구조적인 한계가 어떠한 인과순환적 피드백구조들에 의해 초래되는가를 규명하고, 나아가서는 이를 극복하기 위한 정책지렛대를 탐색하는데 있다. 이러한 연구목적을 달성하기 위하여 이 논문에서는 시스템사고(Systems thinking)와 그에 따른 인과지도 분석기법 사용하여 개별적인 요인들의 탐색과 나열이 아닌 시스템을 구성하는 내생적 요인들의 상호작용에서 지배적인 인과순환적 피드백구조(dominant feedback structure)를 도출하고 성장의 한계 극복을 위한 정책지렛대를 도출하였다. 분석결과 농촌지역 사회적경제의 한계는 역설적으로 정부주도의 제도화에 따른 특정 사업유형으로의 동형화와 편중, 지역적 크림스키밍(cream-skimming)에 따른 쏠림, 자금지원 의존에 따른 자생력 위축, 낮은 인식수준 등이 강화되는 인과순환적 피드백구조가 작동하기 때문인 것으로 규명되었다.  이러한 성장의 한계를 극복하기 위해서는 인과순환적 피드백구조에 작동할 수 있는 다양한 정책지렛대로서 인증제도 전환, 성과기반의 정부지원, 지역균형 관점을 고려한 인증, 혁신역량 강화지원, 다양한 사회적 가치 실현 활동 및 소비참여, 연대와 협력활동 지원 및 홍보강화, 그리고 사람중심의 보편적 가치실현을 위한 보편적 제도로서 사회적경제기본법 합의와 제정 등을 제시하였다.
