            [wr_content] => [초록] 본 연구의 목적은 특례시 도입 후 재정수요를 충족시킬 수 있는 재정체계의 재설계방안을 마련 하고자 하는 것이다. 그 동안 많은 연구들은 특례시가 도입될 경우 광역자치단체와 특례시 간의 재정관계에 초점을 맞추고 있으나 본 연구는 중앙정부와 특례시 간 재정체계를 재설계하고자 하 는 목적을 가지고 있다. 본 연구에서는 광역자치단체와 특례시 간의 재정체계를 재설계하기보다는 중앙정부와 특례시 간 재정체계를 재설계하는 것이 바람직하다는 관점에서 대안을 제안하였다. 본 연구에서는 지방 교부세 산정시 보정수요에 광역수요를 반영할 수 있는 대안과 국가균형발전특별회계에 특례시계 정을 설치하여 운영할 수 있도록 하는 대안을 제안하였다.

            [wr_content] => [초록] 우리나라의 지방의 인구는 지속적으로 감소하고 있으며 고령화 역시 심화되고 있다. 이로 인하여 지방은 총체적인 소멸 위기에 처해 있고 저출산·고령화가 지속되면서 향후 2031년 이후 인구의 절대 규모가 감소할 것으로 예상된다. 본 연구에서는 앞으로의 인구구조의 변화를 반영한 사회복지 전달체계의 개편 방안을 모색하는 과정의 일환으로 지역별 인구구조 및 변화의 특성을 기준으로 지방자치단체를 유형화하여 지역별 맞춤형 사회복지전달체계를 제시하고자 한다. 세 가지 유형 중에서 특별히 초고령화 농촌 유형의 경우에는 광역행정 네트워크를 통한 기능의 재조정과 읍면동의 업무 및 재정조정을 통한 노인복지 전문성 구축이 중요한 전략 방향이 되어야 한다. 인구감소에 따른 광역행정 네트워크를 위해서는 지자체 간 통합 운영이나 업무 통합이 불가피하다. 이를 위하여 빅데이터 기술이나 제4차 산업혁명 기술을 활용한 사회복지-의료, 교통 연계형 복지서비스로 발전시킬 필요가 있다.

            [wr_content] => [초록] 본 연구는 중앙정부와 지방정부 간 행정관계에서 중앙정부는 지방정부별 차이를 존중하고 있는지, 즉 지방의 정체성을 존중하고 있는지를 분석하고자 하는 목적을 가지고 수행하였다. 연구목적의 달성을 위하여 동화주의와 민주적 문화다원주의 관련 논의를 살펴본 후 차이를 존중하는 민주적 문화다원주의 가치를 지향하여야 정의로운 사회라는 것을 도출하였다. 이러한 논리를 정부 간 행정관계(행정기구와 인력 그리고 기능이양)에 적용하여 중앙정부가 지방정부의 차이와 정체성을 존중하고 있는지를 파악하였다.
정부 간 행정관계에 대한 분석결과 중앙정부는 지방정부의 차이와 정체성을 존중하고 있다고 보여지지는 않는다. 지방정부의 차이와 정체성을 존중하지 않는다는 의미는 지방을 동질화시킨다는 의미가 된다. 지방의 동질화현상이 지속 및 확대되면 병적인 동질화로 이어질 것이다. 병적인 동질화는 중앙정부의 동질화 시도에 동화되지 못하는 지방정부를 어렵게 하고, 이는 국가경쟁력을 약화시키는 요인으로 작용할 가능성이 크다.

따라서 정부 간 행정관계에서 중앙정부는 지방정부의 차이와 정체성을 존중할 수 있는 방향으로 행정기구와 인력 그리고 기능이양 방향을 설계하여야 할 것이다. 구체적으로는 행정기구와 인력을 설계하는 과정에서 지방정부가 적극적으로 참여하여 의견을 개진할 수 있도록 다양한 기제를 마련하여야 하며, 중앙기능을 지방으로 이양을 할 때에는 지방의 차이와 정체성을 반영한 차등분권을 추진하기 위하여 노력하여야 한다.

            [wr_content] => 이 연구는 지역사회에서 활동하는 의용소방대의 역할과 기능을 재조정하고 발전시킬 방안을 제시하는 데 목적이 있다. 의용소방대는 지역의 지리와 현황을 정확하게 파악하고 전문성을 지닌 자발적 봉사조직으로서 소방공무원을 지원하는 역할을 수행하고 있다. 본 연구에서 조사 분석한 결과의 주요내용은 다음과 같다. 첫째, 의용소방대가 단순한 소방업무 보조 활동을 넘어서 민간 재난관리 조직으로서 지역사회 재난안전관리조직으로의 역할과 기능을 제도로서 재정립하는 것이 필요하다. 둘째, 의용소방대가 자체 교육을 진행할 수 있도록 의용소방대원을 대상으로 한 소정의 교육과정 이수 및 소방학교 등 교육시설 입교 시 교육비용 지원 등이 필요하다. 셋째, 의용소방대 조직이 지역사회 특성을 반영하여 주민의 생활안전을 지원할 수 있는 조직 구성 및 운영이 이루어지도록 신축성을 부여해야 한다. 넷째, 의용소방대가 봉사조직이라고는 하나 구성원들의 활동에 적정한 보상, 즉 세금감면 및 무료 예방접종, 건강검진, 자녀교육비 지원 등의 의용소방대원의 사기진작을 위한 복지혜택 확대방안이 필요하다.

서양 역사에서는 시대를 근세(early modern period), 근대(late modern period), 현대(modern period)로 구분한다. 근세는 대략 16세기 초에 시작된 것으로, 근대는 대략 18세기 중반에 시작된 것으로 여겨진다. 본 연구는 현대농업 이전의 아시아, 라틴아메리카, 아프리카의 농업유형을 환경결정론적 시각에서 비교하는 데 목적이 있다. 본 연구에서 현대농업은 제2차 세계대전 이전까지로 본다. 제2차 세계대전 이후 다수의 식민지 국가가 독립하면서, 농촌개발이론과 현대적 의미의 국제개발 협력이 시작되었기 때문이다***. 물론 아시아, 라틴아메리카, 아프리카라는 광대한 지역을 하나의 단위로 묶어 비교하는 데에는 한계가 있다. 그래서 이 연구는 아시아, 라틴아메리카, 아프리카의 3개 대륙에 대하여, 자연환경 및 사회환경, 작물, 가축의 4개 범주를 비교하였다. 아시아는 자연환경과 사회환경, 작물, 그리고 가축의 측면에서 라틴아메리카와 아프리카 보다 유리하였다. 이러한 이유로 아시아는 라틴아메리카와 아프리카 보다 농업이 빨리 발전할 수 있었다. 즉 아시아가 라틴아메리카와 아프리카 보다 농업이 발전한 것은, 인종의 우월성이 아니라 자연 및 사회적 환경 때문이었다. 또 아시아는 라틴아메리카와 아프리카와 농업유형에서도 차이를 보이고 있다. 이는 국제개발협력을 실시함에 있어서, 아시아, 그리고 아시아의 수도작(rice cultivation) 농경유형에 해당하는 한국의 농업 및 농촌발전 경험을 그대로 원조수원국(recipient country)에 전달하는 것이 가능하지 않다는 것을 의미한다. 즉 라틴아메리카와 아프리카의 원조수원국에 농업에 대하여 국제개발협력을 실시할 경우, 한국과의 차이점을 고려하고 이를 반영하는 것이 필요하다.

            [wr_content] => [초록] 우리나라의 지방의 인구는 지속적으로 감소하고 있으며 고령화 역시 심화되고 있다. 이로 인하여 지방은 총체적인 소멸 위기에 처해 있고 저출산·고령화가 지속되면서 향후 2031년 이후 인구의 절대 규모가 감소할 것으로 예상된다. 본 연구에서는 앞으로의 인구구조의 변화를 반영한 사회복지 전달체계의 개편 방안을 모색하는 과정의 일환으로 지역별 인구구조 및 변화의 특성을 기준으로 지방자치단체를 유형화하여 지역별 맞춤형 사회복지전달체계를 제시하고자 한다. 세 가지 유형 중에서 특별히 초고령화 농촌 유형의 경우에는 광역행정 네트워크를 통한 기능의 재조정과 읍면동의 업무 및 재정조정을 통한 노인복지 전문성 구축이 중요한 전략 방향이 되어야 한다. 인구감소에 따른 광역행정 네트워크를 위해서는 지자체 간 통합 운영이나 업무 통합이 불가피하다. 이를 위하여 빅데이터 기술이나 제4차 산업혁명 기술을 활용한 사회복지-의료, 교통 연계형 복지서비스로 발전시킬 필요가 있다.

            [wr_content] => [초록] 본 연구는 중앙정부와 지방정부 간 행정관계에서 중앙정부는 지방정부별 차이를 존중하고 있는지, 즉 지방의 정체성을 존중하고 있는지를 분석하고자 하는 목적을 가지고 수행하였다. 연구목적의 달성을 위하여 동화주의와 민주적 문화다원주의 관련 논의를 살펴본 후 차이를 존중하는 민주적 문화다원주의 가치를 지향하여야 정의로운 사회라는 것을 도출하였다. 이러한 논리를 정부 간 행정관계(행정기구와 인력 그리고 기능이양)에 적용하여 중앙정부가 지방정부의 차이와 정체성을 존중하고 있는지를 파악하였다.
정부 간 행정관계에 대한 분석결과 중앙정부는 지방정부의 차이와 정체성을 존중하고 있다고 보여지지는 않는다. 지방정부의 차이와 정체성을 존중하지 않는다는 의미는 지방을 동질화시킨다는 의미가 된다. 지방의 동질화현상이 지속 및 확대되면 병적인 동질화로 이어질 것이다. 병적인 동질화는 중앙정부의 동질화 시도에 동화되지 못하는 지방정부를 어렵게 하고, 이는 국가경쟁력을 약화시키는 요인으로 작용할 가능성이 크다.

따라서 정부 간 행정관계에서 중앙정부는 지방정부의 차이와 정체성을 존중할 수 있는 방향으로 행정기구와 인력 그리고 기능이양 방향을 설계하여야 할 것이다. 구체적으로는 행정기구와 인력을 설계하는 과정에서 지방정부가 적극적으로 참여하여 의견을 개진할 수 있도록 다양한 기제를 마련하여야 하며, 중앙기능을 지방으로 이양을 할 때에는 지방의 차이와 정체성을 반영한 차등분권을 추진하기 위하여 노력하여야 한다.

서양 역사에서는 시대를 근세(early modern period), 근대(late modern period), 현대(modern period)로 구분한다. 근세는 대략 16세기 초에 시작된 것으로, 근대는 대략 18세기 중반에 시작된 것으로 여겨진다. 본 연구는 현대농업 이전의 아시아, 라틴아메리카, 아프리카의 농업유형을 환경결정론적 시각에서 비교하는 데 목적이 있다. 본 연구에서 현대농업은 제2차 세계대전 이전까지로 본다. 제2차 세계대전 이후 다수의 식민지 국가가 독립하면서, 농촌개발이론과 현대적 의미의 국제개발 협력이 시작되었기 때문이다***. 물론 아시아, 라틴아메리카, 아프리카라는 광대한 지역을 하나의 단위로 묶어 비교하는 데에는 한계가 있다. 그래서 이 연구는 아시아, 라틴아메리카, 아프리카의 3개 대륙에 대하여, 자연환경 및 사회환경, 작물, 가축의 4개 범주를 비교하였다. 아시아는 자연환경과 사회환경, 작물, 그리고 가축의 측면에서 라틴아메리카와 아프리카 보다 유리하였다. 이러한 이유로 아시아는 라틴아메리카와 아프리카 보다 농업이 빨리 발전할 수 있었다. 즉 아시아가 라틴아메리카와 아프리카 보다 농업이 발전한 것은, 인종의 우월성이 아니라 자연 및 사회적 환경 때문이었다. 또 아시아는 라틴아메리카와 아프리카와 농업유형에서도 차이를 보이고 있다. 이는 국제개발협력을 실시함에 있어서, 아시아, 그리고 아시아의 수도작(rice cultivation) 농경유형에 해당하는 한국의 농업 및 농촌발전 경험을 그대로 원조수원국(recipient country)에 전달하는 것이 가능하지 않다는 것을 의미한다. 즉 라틴아메리카와 아프리카의 원조수원국에 농업에 대하여 국제개발협력을 실시할 경우, 한국과의 차이점을 고려하고 이를 반영하는 것이 필요하다.

            [wr_content] => [초록] 우리나라의 지방의 인구는 지속적으로 감소하고 있으며 고령화 역시 심화되고 있다. 이로 인하여 지방은 총체적인 소멸 위기에 처해 있고 저출산·고령화가 지속되면서 향후 2031년 이후 인구의 절대 규모가 감소할 것으로 예상된다. 본 연구에서는 앞으로의 인구구조의 변화를 반영한 사회복지 전달체계의 개편 방안을 모색하는 과정의 일환으로 지역별 인구구조 및 변화의 특성을 기준으로 지방자치단체를 유형화하여 지역별 맞춤형 사회복지전달체계를 제시하고자 한다. 세 가지 유형 중에서 특별히 초고령화 농촌 유형의 경우에는 광역행정 네트워크를 통한 기능의 재조정과 읍면동의 업무 및 재정조정을 통한 노인복지 전문성 구축이 중요한 전략 방향이 되어야 한다. 인구감소에 따른 광역행정 네트워크를 위해서는 지자체 간 통합 운영이나 업무 통합이 불가피하다. 이를 위하여 빅데이터 기술이나 제4차 산업혁명 기술을 활용한 사회복지-의료, 교통 연계형 복지서비스로 발전시킬 필요가 있다.

            [wr_content] => [초록] 본 연구는 중앙정부와 지방정부 간 행정관계에서 중앙정부는 지방정부별 차이를 존중하고 있는지, 즉 지방의 정체성을 존중하고 있는지를 분석하고자 하는 목적을 가지고 수행하였다. 연구목적의 달성을 위하여 동화주의와 민주적 문화다원주의 관련 논의를 살펴본 후 차이를 존중하는 민주적 문화다원주의 가치를 지향하여야 정의로운 사회라는 것을 도출하였다. 이러한 논리를 정부 간 행정관계(행정기구와 인력 그리고 기능이양)에 적용하여 중앙정부가 지방정부의 차이와 정체성을 존중하고 있는지를 파악하였다.
정부 간 행정관계에 대한 분석결과 중앙정부는 지방정부의 차이와 정체성을 존중하고 있다고 보여지지는 않는다. 지방정부의 차이와 정체성을 존중하지 않는다는 의미는 지방을 동질화시킨다는 의미가 된다. 지방의 동질화현상이 지속 및 확대되면 병적인 동질화로 이어질 것이다. 병적인 동질화는 중앙정부의 동질화 시도에 동화되지 못하는 지방정부를 어렵게 하고, 이는 국가경쟁력을 약화시키는 요인으로 작용할 가능성이 크다.

따라서 정부 간 행정관계에서 중앙정부는 지방정부의 차이와 정체성을 존중할 수 있는 방향으로 행정기구와 인력 그리고 기능이양 방향을 설계하여야 할 것이다. 구체적으로는 행정기구와 인력을 설계하는 과정에서 지방정부가 적극적으로 참여하여 의견을 개진할 수 있도록 다양한 기제를 마련하여야 하며, 중앙기능을 지방으로 이양을 할 때에는 지방의 차이와 정체성을 반영한 차등분권을 추진하기 위하여 노력하여야 한다.

서양 역사에서는 시대를 근세(early modern period), 근대(late modern period), 현대(modern period)로 구분한다. 근세는 대략 16세기 초에 시작된 것으로, 근대는 대략 18세기 중반에 시작된 것으로 여겨진다. 본 연구는 현대농업 이전의 아시아, 라틴아메리카, 아프리카의 농업유형을 환경결정론적 시각에서 비교하는 데 목적이 있다. 본 연구에서 현대농업은 제2차 세계대전 이전까지로 본다. 제2차 세계대전 이후 다수의 식민지 국가가 독립하면서, 농촌개발이론과 현대적 의미의 국제개발 협력이 시작되었기 때문이다***. 물론 아시아, 라틴아메리카, 아프리카라는 광대한 지역을 하나의 단위로 묶어 비교하는 데에는 한계가 있다. 그래서 이 연구는 아시아, 라틴아메리카, 아프리카의 3개 대륙에 대하여, 자연환경 및 사회환경, 작물, 가축의 4개 범주를 비교하였다. 아시아는 자연환경과 사회환경, 작물, 그리고 가축의 측면에서 라틴아메리카와 아프리카 보다 유리하였다. 이러한 이유로 아시아는 라틴아메리카와 아프리카 보다 농업이 빨리 발전할 수 있었다. 즉 아시아가 라틴아메리카와 아프리카 보다 농업이 발전한 것은, 인종의 우월성이 아니라 자연 및 사회적 환경 때문이었다. 또 아시아는 라틴아메리카와 아프리카와 농업유형에서도 차이를 보이고 있다. 이는 국제개발협력을 실시함에 있어서, 아시아, 그리고 아시아의 수도작(rice cultivation) 농경유형에 해당하는 한국의 농업 및 농촌발전 경험을 그대로 원조수원국(recipient country)에 전달하는 것이 가능하지 않다는 것을 의미한다. 즉 라틴아메리카와 아프리카의 원조수원국에 농업에 대하여 국제개발협력을 실시할 경우, 한국과의 차이점을 고려하고 이를 반영하는 것이 필요하다.

            [wr_content] => [초록] 본 연구의 목적은 특례시 도입 후 재정수요를 충족시킬 수 있는 재정체계의 재설계방안을 마련 하고자 하는 것이다. 그 동안 많은 연구들은 특례시가 도입될 경우 광역자치단체와 특례시 간의 재정관계에 초점을 맞추고 있으나 본 연구는 중앙정부와 특례시 간 재정체계를 재설계하고자 하 는 목적을 가지고 있다. 본 연구에서는 광역자치단체와 특례시 간의 재정체계를 재설계하기보다는 중앙정부와 특례시 간 재정체계를 재설계하는 것이 바람직하다는 관점에서 대안을 제안하였다. 본 연구에서는 지방 교부세 산정시 보정수요에 광역수요를 반영할 수 있는 대안과 국가균형발전특별회계에 특례시계 정을 설치하여 운영할 수 있도록 하는 대안을 제안하였다.

            [content] => [초록] 본 연구의 목적은 특례시 도입 후 재정수요를 충족시킬 수 있는 재정체계의 재설계방안을 마련 하고자 하는 것이다. 그 동안 많은 연구들은 특례시가 도입될 경우 광역자치단체와 특례시 간의 재정관계에 초점을 맞추고 있으나 본 연구는 중앙정부와 특례시 간 재정체계를 재설계하고자 하 는 목적을 가지고 있다. 본 연구에서는 광역자치단체와 특례시 간의 재정체계를 재설계하기보다는 중앙정부와 특례시 간 재정체계를 재설계하는 것이 바람직하다는 관점에서 대안을 제안하였다. 본 연구에서는 지방 교부세 산정시 보정수요에 광역수요를 반영할 수 있는 대안과 국가균형발전특별회계에 특례시계 정을 설치하여 운영할 수 있도록 하는 대안을 제안하였다.&nbsp;

            [wr_content] => [초록] 우리나라의 지방의 인구는 지속적으로 감소하고 있으며 고령화 역시 심화되고 있다. 이로 인하여 지방은 총체적인 소멸 위기에 처해 있고 저출산·고령화가 지속되면서 향후 2031년 이후 인구의 절대 규모가 감소할 것으로 예상된다. 본 연구에서는 앞으로의 인구구조의 변화를 반영한 사회복지 전달체계의 개편 방안을 모색하는 과정의 일환으로 지역별 인구구조 및 변화의 특성을 기준으로 지방자치단체를 유형화하여 지역별 맞춤형 사회복지전달체계를 제시하고자 한다. 세 가지 유형 중에서 특별히 초고령화 농촌 유형의 경우에는 광역행정 네트워크를 통한 기능의 재조정과 읍면동의 업무 및 재정조정을 통한 노인복지 전문성 구축이 중요한 전략 방향이 되어야 한다. 인구감소에 따른 광역행정 네트워크를 위해서는 지자체 간 통합 운영이나 업무 통합이 불가피하다. 이를 위하여 빅데이터 기술이나 제4차 산업혁명 기술을 활용한 사회복지-의료, 교통 연계형 복지서비스로 발전시킬 필요가 있다.

            [wr_content] => [초록] 본 연구는 중앙정부와 지방정부 간 행정관계에서 중앙정부는 지방정부별 차이를 존중하고 있는지, 즉 지방의 정체성을 존중하고 있는지를 분석하고자 하는 목적을 가지고 수행하였다. 연구목적의 달성을 위하여 동화주의와 민주적 문화다원주의 관련 논의를 살펴본 후 차이를 존중하는 민주적 문화다원주의 가치를 지향하여야 정의로운 사회라는 것을 도출하였다. 이러한 논리를 정부 간 행정관계(행정기구와 인력 그리고 기능이양)에 적용하여 중앙정부가 지방정부의 차이와 정체성을 존중하고 있는지를 파악하였다.
정부 간 행정관계에 대한 분석결과 중앙정부는 지방정부의 차이와 정체성을 존중하고 있다고 보여지지는 않는다. 지방정부의 차이와 정체성을 존중하지 않는다는 의미는 지방을 동질화시킨다는 의미가 된다. 지방의 동질화현상이 지속 및 확대되면 병적인 동질화로 이어질 것이다. 병적인 동질화는 중앙정부의 동질화 시도에 동화되지 못하는 지방정부를 어렵게 하고, 이는 국가경쟁력을 약화시키는 요인으로 작용할 가능성이 크다.

따라서 정부 간 행정관계에서 중앙정부는 지방정부의 차이와 정체성을 존중할 수 있는 방향으로 행정기구와 인력 그리고 기능이양 방향을 설계하여야 할 것이다. 구체적으로는 행정기구와 인력을 설계하는 과정에서 지방정부가 적극적으로 참여하여 의견을 개진할 수 있도록 다양한 기제를 마련하여야 하며, 중앙기능을 지방으로 이양을 할 때에는 지방의 차이와 정체성을 반영한 차등분권을 추진하기 위하여 노력하여야 한다.

서양 역사에서는 시대를 근세(early modern period), 근대(late modern period), 현대(modern period)로 구분한다. 근세는 대략 16세기 초에 시작된 것으로, 근대는 대략 18세기 중반에 시작된 것으로 여겨진다. 본 연구는 현대농업 이전의 아시아, 라틴아메리카, 아프리카의 농업유형을 환경결정론적 시각에서 비교하는 데 목적이 있다. 본 연구에서 현대농업은 제2차 세계대전 이전까지로 본다. 제2차 세계대전 이후 다수의 식민지 국가가 독립하면서, 농촌개발이론과 현대적 의미의 국제개발 협력이 시작되었기 때문이다***. 물론 아시아, 라틴아메리카, 아프리카라는 광대한 지역을 하나의 단위로 묶어 비교하는 데에는 한계가 있다. 그래서 이 연구는 아시아, 라틴아메리카, 아프리카의 3개 대륙에 대하여, 자연환경 및 사회환경, 작물, 가축의 4개 범주를 비교하였다. 아시아는 자연환경과 사회환경, 작물, 그리고 가축의 측면에서 라틴아메리카와 아프리카 보다 유리하였다. 이러한 이유로 아시아는 라틴아메리카와 아프리카 보다 농업이 빨리 발전할 수 있었다. 즉 아시아가 라틴아메리카와 아프리카 보다 농업이 발전한 것은, 인종의 우월성이 아니라 자연 및 사회적 환경 때문이었다. 또 아시아는 라틴아메리카와 아프리카와 농업유형에서도 차이를 보이고 있다. 이는 국제개발협력을 실시함에 있어서, 아시아, 그리고 아시아의 수도작(rice cultivation) 농경유형에 해당하는 한국의 농업 및 농촌발전 경험을 그대로 원조수원국(recipient country)에 전달하는 것이 가능하지 않다는 것을 의미한다. 즉 라틴아메리카와 아프리카의 원조수원국에 농업에 대하여 국제개발협력을 실시할 경우, 한국과의 차이점을 고려하고 이를 반영하는 것이 필요하다.

<tr><td style="width: 1026px; height: 324px; background-color: rgb(255, 255, 255);" class=""><p><b>[요약]</b>&nbsp;&nbsp;</p><p><br></p><p>서양 역사에서는 시대를 근세(early modern period), 근대(late modern period), 현대(modern period)로 구분한다. 근세는 대략 16세기 초에 시작된 것으로, 근대는 대략 18세기 중반에 시작된 것으로 여겨진다. 본 연구는 현대농업 이전의 아시아, 라틴아메리카, 아프리카의 농업유형을 환경결정론적 시각에서 비교하는 데 목적이 있다. 본 연구에서 현대농업은 제2차 세계대전 이전까지로 본다. 제2차 세계대전 이후 다수의 식민지 국가가 독립하면서, 농촌개발이론과 현대적 의미의 국제개발 협력이 시작되었기 때문이다***. 물론 아시아, 라틴아메리카, 아프리카라는 광대한 지역을 하나의 단위로 묶어 비교하는 데에는 한계가 있다. 그래서 이 연구는 아시아, 라틴아메리카, 아프리카의 3개 대륙에 대하여, 자연환경 및 사회환경, 작물, 가축의 4개 범주를 비교하였다. 아시아는 자연환경과 사회환경, 작물, 그리고 가축의 측면에서 라틴아메리카와 아프리카 보다 유리하였다. 이러한 이유로 아시아는 라틴아메리카와 아프리카 보다 농업이 빨리 발전할 수 있었다. 즉 아시아가 라틴아메리카와 아프리카 보다 농업이 발전한 것은, 인종의 우월성이 아니라 자연 및 사회적 환경 때문이었다. 또 아시아는 라틴아메리카와 아프리카와 농업유형에서도 차이를 보이고 있다. 이는 국제개발협력을 실시함에 있어서, 아시아, 그리고 아시아의 수도작(rice cultivation) 농경유형에 해당하는 한국의 농업 및 농촌발전 경험을 그대로 원조수원국(recipient country)에 전달하는 것이 가능하지 않다는 것을 의미한다. 즉 라틴아메리카와 아프리카의 원조수원국에 농업에 대하여 국제개발협력을 실시할 경우, 한국과의 차이점을 고려하고 이를 반영하는 것이 필요하다.</p></td>

            [wr_content] => [초록] 우리나라의 지방의 인구는 지속적으로 감소하고 있으며 고령화 역시 심화되고 있다. 이로 인하여 지방은 총체적인 소멸 위기에 처해 있고 저출산·고령화가 지속되면서 향후 2031년 이후 인구의 절대 규모가 감소할 것으로 예상된다. 본 연구에서는 앞으로의 인구구조의 변화를 반영한 사회복지 전달체계의 개편 방안을 모색하는 과정의 일환으로 지역별 인구구조 및 변화의 특성을 기준으로 지방자치단체를 유형화하여 지역별 맞춤형 사회복지전달체계를 제시하고자 한다. 세 가지 유형 중에서 특별히 초고령화 농촌 유형의 경우에는 광역행정 네트워크를 통한 기능의 재조정과 읍면동의 업무 및 재정조정을 통한 노인복지 전문성 구축이 중요한 전략 방향이 되어야 한다. 인구감소에 따른 광역행정 네트워크를 위해서는 지자체 간 통합 운영이나 업무 통합이 불가피하다. 이를 위하여 빅데이터 기술이나 제4차 산업혁명 기술을 활용한 사회복지-의료, 교통 연계형 복지서비스로 발전시킬 필요가 있다.

            [wr_content] => [초록] 본 연구는 중앙정부와 지방정부 간 행정관계에서 중앙정부는 지방정부별 차이를 존중하고 있는지, 즉 지방의 정체성을 존중하고 있는지를 분석하고자 하는 목적을 가지고 수행하였다. 연구목적의 달성을 위하여 동화주의와 민주적 문화다원주의 관련 논의를 살펴본 후 차이를 존중하는 민주적 문화다원주의 가치를 지향하여야 정의로운 사회라는 것을 도출하였다. 이러한 논리를 정부 간 행정관계(행정기구와 인력 그리고 기능이양)에 적용하여 중앙정부가 지방정부의 차이와 정체성을 존중하고 있는지를 파악하였다.
정부 간 행정관계에 대한 분석결과 중앙정부는 지방정부의 차이와 정체성을 존중하고 있다고 보여지지는 않는다. 지방정부의 차이와 정체성을 존중하지 않는다는 의미는 지방을 동질화시킨다는 의미가 된다. 지방의 동질화현상이 지속 및 확대되면 병적인 동질화로 이어질 것이다. 병적인 동질화는 중앙정부의 동질화 시도에 동화되지 못하는 지방정부를 어렵게 하고, 이는 국가경쟁력을 약화시키는 요인으로 작용할 가능성이 크다.

따라서 정부 간 행정관계에서 중앙정부는 지방정부의 차이와 정체성을 존중할 수 있는 방향으로 행정기구와 인력 그리고 기능이양 방향을 설계하여야 할 것이다. 구체적으로는 행정기구와 인력을 설계하는 과정에서 지방정부가 적극적으로 참여하여 의견을 개진할 수 있도록 다양한 기제를 마련하여야 하며, 중앙기능을 지방으로 이양을 할 때에는 지방의 차이와 정체성을 반영한 차등분권을 추진하기 위하여 노력하여야 한다.

            [wr_content] => 이 연구는 지역사회에서 활동하는 의용소방대의 역할과 기능을 재조정하고 발전시킬 방안을 제시하는 데 목적이 있다. 의용소방대는 지역의 지리와 현황을 정확하게 파악하고 전문성을 지닌 자발적 봉사조직으로서 소방공무원을 지원하는 역할을 수행하고 있다. 본 연구에서 조사 분석한 결과의 주요내용은 다음과 같다. 첫째, 의용소방대가 단순한 소방업무 보조 활동을 넘어서 민간 재난관리 조직으로서 지역사회 재난안전관리조직으로의 역할과 기능을 제도로서 재정립하는 것이 필요하다. 둘째, 의용소방대가 자체 교육을 진행할 수 있도록 의용소방대원을 대상으로 한 소정의 교육과정 이수 및 소방학교 등 교육시설 입교 시 교육비용 지원 등이 필요하다. 셋째, 의용소방대 조직이 지역사회 특성을 반영하여 주민의 생활안전을 지원할 수 있는 조직 구성 및 운영이 이루어지도록 신축성을 부여해야 한다. 넷째, 의용소방대가 봉사조직이라고는 하나 구성원들의 활동에 적정한 보상, 즉 세금감면 및 무료 예방접종, 건강검진, 자녀교육비 지원 등의 의용소방대원의 사기진작을 위한 복지혜택 확대방안이 필요하다.

            [content] => 이 연구는 지역사회에서 활동하는 의용소방대의 역할과 기능을 재조정하고 발전시킬 방안을 제시하는 데 목적이 있다. 의용소방대는 지역의 지리와 현황을 정확하게 파악하고 전문성을 지닌 자발적 봉사조직으로서 소방공무원을 지원하는 역할을 수행하고 있다. 본 연구에서 조사 분석한 결과의 주요내용은 다음과 같다. 첫째, 의용소방대가 단순한 소방업무 보조 활동을 넘어서 민간 재난관리 조직으로서 지역사회 재난안전관리조직으로의 역할과 기능을 제도로서 재정립하는 것이 필요하다. 둘째, 의용소방대가 자체 교육을 진행할 수 있도록 의용소방대원을 대상으로 한 소정의 교육과정 이수 및 소방학교 등 교육시설 입교 시 교육비용 지원 등이 필요하다. 셋째, 의용소방대 조직이 지역사회 특성을 반영하여 주민의 생활안전을 지원할 수 있는 조직 구성 및 운영이 이루어지도록 신축성을 부여해야 한다. 넷째, 의용소방대가 봉사조직이라고는 하나 구성원들의 활동에 적정한 보상, 즉 세금감면 및 무료 예방접종, 건강검진, 자녀교육비 지원 등의 의용소방대원의 사기진작을 위한 복지혜택 확대방안이 필요하다.

서양 역사에서는 시대를 근세(early modern period), 근대(late modern period), 현대(modern period)로 구분한다. 근세는 대략 16세기 초에 시작된 것으로, 근대는 대략 18세기 중반에 시작된 것으로 여겨진다. 본 연구는 현대농업 이전의 아시아, 라틴아메리카, 아프리카의 농업유형을 환경결정론적 시각에서 비교하는 데 목적이 있다. 본 연구에서 현대농업은 제2차 세계대전 이전까지로 본다. 제2차 세계대전 이후 다수의 식민지 국가가 독립하면서, 농촌개발이론과 현대적 의미의 국제개발 협력이 시작되었기 때문이다***. 물론 아시아, 라틴아메리카, 아프리카라는 광대한 지역을 하나의 단위로 묶어 비교하는 데에는 한계가 있다. 그래서 이 연구는 아시아, 라틴아메리카, 아프리카의 3개 대륙에 대하여, 자연환경 및 사회환경, 작물, 가축의 4개 범주를 비교하였다. 아시아는 자연환경과 사회환경, 작물, 그리고 가축의 측면에서 라틴아메리카와 아프리카 보다 유리하였다. 이러한 이유로 아시아는 라틴아메리카와 아프리카 보다 농업이 빨리 발전할 수 있었다. 즉 아시아가 라틴아메리카와 아프리카 보다 농업이 발전한 것은, 인종의 우월성이 아니라 자연 및 사회적 환경 때문이었다. 또 아시아는 라틴아메리카와 아프리카와 농업유형에서도 차이를 보이고 있다. 이는 국제개발협력을 실시함에 있어서, 아시아, 그리고 아시아의 수도작(rice cultivation) 농경유형에 해당하는 한국의 농업 및 농촌발전 경험을 그대로 원조수원국(recipient country)에 전달하는 것이 가능하지 않다는 것을 의미한다. 즉 라틴아메리카와 아프리카의 원조수원국에 농업에 대하여 국제개발협력을 실시할 경우, 한국과의 차이점을 고려하고 이를 반영하는 것이 필요하다.
