이 연구는 청주 지역을 사례로 공동체 에너지에 초점을 맞춰 지역에너지전환이 확산되는 양상을 살펴보고 전환 실험을 활성화할 수 있는 방안을 탐색한다. 이를 위해 청주 지역에서 지역에너지전환에 적극적으로 관여하는 이들을 심층면접하여 현재 상황에 대한 진단과 지역에너지전환 추진 전략, 중장기적 구상을 살펴보았다. 연구 결과가 시사하는 바, 지역사회의 전환 역량이 부족한 곳에서는 외부의 전환 실험을 학습·모방하여 지역에너지전환을 추진해가고 있다. 이 과정에서 공동체 에너지를 기반으로 한 상징적 사례 만들기와 거점 공간 만들기, 전환 모델 구축이 핵심적인 추진 전략으로 부상하고 있다. 또한 전환 실험을 확산할 역량이 부족한 상황은 자원 의존적 전환 실험을 정당화하며 공공협력에 대한 기대를 높이고 있다. 전환 실험이 본격화되지 않은 탓에 자원 의존적 전환 실험에 내재한 갈등은 아직 불거지지 않고 있다. 향후 공동체 에너지와 공공협력이 단축적 전환 실험의 토대가 되기 위해서는 실패를 통한 학습과 갈등적 협력의 가능성을 더 적극적으로 고려할 필요가 있다.

본 연구는 지역 문화재 활용에 대한 인식을 축제이벤트 환경에서 밝혀내고 인식, 전반적 만족도, 지지도 간의 인과관계를 검증하고자 하였다. 이를 위해 청주시에서 열린 문화재야행을 찾은 방문객을 대상으로 설문조사를 실시해 총 274개의 유효자료를 수집하였다. 수집된 자료는 주성분 요인분석을 통해 관련 산업 및 상권 활성화, 역사성 학습 및 지역성 인식, 문화재 관리 및 주변 환경 개선, 문화 여가 생활 및 문화재 향유 등 지역 문화재 활용에 대한 네 가지 인식을 파악하였다. 이어서 회귀분석을 사용해 관련 산업 및 상권 활성화와 역사성 학습 및 지역성 인식이 전반적 만족도와 지지도에 긍정적인 영향을 미치며, 전반적 만족도 역시 지지도에 직접 영향을 미치는 것을 밝혀낼 수 있었다. 그러나 문화재 관리 및 주변 환경 개선에 관한 인식은 전반적 만족도와 지지도에 영향을 미치지 못하는 것으로 밝혀졌다. 이러한 결과로 볼 때, 지역 문화재 활용 인식인 산업 및 상권 활성화와 역사성 학습 및 지역성 요인은 전반적 만족도와 지지도를 예견해 볼 수 있는 중요한 예측변수이며, 전반적 만족도 역시 지지도의 선행변수임을 확인할 수 있었다. 본 연구는 이러한 결과를 토대로 지역 문화재 활용을 위한 학술적 실무적 시사점에 대해 논하였다.

산업단지를 명시적으로 제도화한 1990년 ‘산업입지 및 개발에 관한 법률’이 제정되기 이전부터 국내 산업단지는 중앙과 지방정부의 다양한 정책적 지원을 받아 왔다. 이와는 대조적으로, 개별 지방자치단체에 의해 지정되어 온 도시 공업지역은 명확한 공공지원이 없이 순수하게 용도지역 규제에 의해 관리되어 왔다고 해도 과언은 아니다. 그동안 지방자치단체가 산업단지를 당해지역 개발의 직접적인 수단으로 적극적으로 수용해온 반면, 노후화로 인한 각종 문제에 직면한 도시 공업지역 관리에는 상대적으로 소극적이었다. 이런 딜레마적인 상황을 개선하기 위해 이 연구는 도시 공업지역에서의 산업 활성화에 역점을 둔 일련의 법제적 정비를 살펴보는 데에 일차적인 목표를 둔다. 우선, 이 연구는 현재 공업지역과 관련한 제도적인 운영 시스템과 그 한계를 검토한다. 주요 대상은 ‘국토의 계획 및 이용에 관한 법률,’ ‘산업입지 및 개발에 관한 법률’ 및 ‘도시재생 활성화 및 지원에 관한 특별법’ 등이다. 나아가 새롭게 도입한 ‘도시 공업지역 관리 및 활성화에 관한 특별법’의 주요 내용을 비판적으로 검토한다. 이와 같은 법제도적인 정비를 통하여 이 연구는 도시 공업지역의 적정관리에 초점을 둔 실천적인 대안을 설계하는 데에 도움을 주고자 한다.

 [초록]


경기도는 민선 7기 들어 ‘경기도공익활동지원센터’를 설립하는 등 시민사회의 공익활동 지원을 통해 시민사회를 활성화하기 위한 노력에 나섰다. 이 논문은 이에 발맞춰 경기도 시민사회의 공익활동 지원을 위한 제도개선 방안을 모색하고, 경기도공익활동지원센터의 역할을 제시하는 데 목적이 있다. 이를 위해 관련 제도 및 정책에 대한 문헌분석과 함께 경기도 및 시ㆍ군 시민사회단체와 경기도공익활동지원센터 실무자들과의 FGI를 수행하였다. 이를 바탕으로 경기도 시민사회의 공익활동 지원체계 및 지원방안, 그리고 경기도공익활동지원센터와 경기도 내 시ㆍ군 공익활동지원센터 간 역할 체계를 제시하였다. 그 결과 공익활동가의 재생산, 전문성 증진, 사회적 기여에 대한 연구와 논의 등에 관련된 지원이 필요함을 알 수 있었다. 그리고 경기도공익활동지원센터는 단체 지원보다는 공익활동 지원 자체에 초점을 맞추고, 공익활동의 인큐베이팅과 시ㆍ군 센터의 역할 강화에 기여해야 하는 것으로 나타났다.

본 연구는 지방세 비과세·감면 제도의 실태를 분석해 개선과제를 제시할 목적으로 시작되었다. 이를 위해 지방세 비과세액과 지방세 감면액을 비교하고 지방세지출보고서를 검토하였으며, 지방세 비과세·감면의 주체를 분석하고 근거 규정을 확인하였다.

분석 결과, 지방세 비과세·감면 관리를 강화해 지방세 수입을 확대하고 납세자의 편의를 도모해야 할 것이다. 첫째, 지방세 비과세액이 지방세 감면액보다 더 많고 그 규모가 매우 증가하고 있다는 점에서, 지방세 비과세와 관련한 세부 통계자료를 생성하고 지방세 비과세를 엄격하게 관리하는 것이 필요하다. 둘째, 지방세지출보고서 체계를 지방세지출예산서 방식으로 개편해 지방세 비과세·감면을 사전적·사후적으로 관리·통제할 수 있는 기반을 마련해야 할 것이다. 세부적으로, 지방세지출보고서 작성 주체를 이원화하고 3개년도의 실적 및 추정 금액을 작성하는 방안을 고려할 수 있을 것이다. 셋째, 지방자치단체 조례에 기초한 지방세 감면을 활성화하고 법률에 따른 지방세 감면을 축소하는 방안으로 나아가야 할 것이다. 넷째, 납세자의 편의를 높이기 위하여 조세특례제한법에 남아있는 지방세 감면 규정을 모두 지방세특례제한법으로 이관해야 할 것이다.

본 연구는 지역 문화재 활용에 대한 인식을 축제이벤트 환경에서 밝혀내고 인식, 전반적 만족도, 지지도 간의 인과관계를 검증하고자 하였다. 이를 위해 청주시에서 열린 문화재야행을 찾은 방문객을 대상으로 설문조사를 실시해 총 274개의 유효자료를 수집하였다. 수집된 자료는 주성분 요인분석을 통해 관련 산업 및 상권 활성화, 역사성 학습 및 지역성 인식, 문화재 관리 및 주변 환경 개선, 문화 여가 생활 및 문화재 향유 등 지역 문화재 활용에 대한 네 가지 인식을 파악하였다. 이어서 회귀분석을 사용해 관련 산업 및 상권 활성화와 역사성 학습 및 지역성 인식이 전반적 만족도와 지지도에 긍정적인 영향을 미치며, 전반적 만족도 역시 지지도에 직접 영향을 미치는 것을 밝혀낼 수 있었다. 그러나 문화재 관리 및 주변 환경 개선에 관한 인식은 전반적 만족도와 지지도에 영향을 미치지 못하는 것으로 밝혀졌다. 이러한 결과로 볼 때, 지역 문화재 활용 인식인 산업 및 상권 활성화와 역사성 학습 및 지역성 요인은 전반적 만족도와 지지도를 예견해 볼 수 있는 중요한 예측변수이며, 전반적 만족도 역시 지지도의 선행변수임을 확인할 수 있었다. 본 연구는 이러한 결과를 토대로 지역 문화재 활용을 위한 학술적 실무적 시사점에 대해 논하였다.

산업단지를 명시적으로 제도화한 1990년 ‘산업입지 및 개발에 관한 법률’이 제정되기 이전부터 국내 산업단지는 중앙과 지방정부의 다양한 정책적 지원을 받아 왔다. 이와는 대조적으로, 개별 지방자치단체에 의해 지정되어 온 도시 공업지역은 명확한 공공지원이 없이 순수하게 용도지역 규제에 의해 관리되어 왔다고 해도 과언은 아니다. 그동안 지방자치단체가 산업단지를 당해지역 개발의 직접적인 수단으로 적극적으로 수용해온 반면, 노후화로 인한 각종 문제에 직면한 도시 공업지역 관리에는 상대적으로 소극적이었다. 이런 딜레마적인 상황을 개선하기 위해 이 연구는 도시 공업지역에서의 산업 활성화에 역점을 둔 일련의 법제적 정비를 살펴보는 데에 일차적인 목표를 둔다. 우선, 이 연구는 현재 공업지역과 관련한 제도적인 운영 시스템과 그 한계를 검토한다. 주요 대상은 ‘국토의 계획 및 이용에 관한 법률,’ ‘산업입지 및 개발에 관한 법률’ 및 ‘도시재생 활성화 및 지원에 관한 특별법’ 등이다. 나아가 새롭게 도입한 ‘도시 공업지역 관리 및 활성화에 관한 특별법’의 주요 내용을 비판적으로 검토한다. 이와 같은 법제도적인 정비를 통하여 이 연구는 도시 공업지역의 적정관리에 초점을 둔 실천적인 대안을 설계하는 데에 도움을 주고자 한다.

경기도는 민선 7기 들어 ‘경기도공익활동지원센터’를 설립하는 등 시민사회의 공익활동 지원을 통해 시민사회를 활성화하기 위한 노력에 나섰다. 이 논문은 이에 발맞춰 경기도 시민사회의 공익활동 지원을 위한 제도개선 방안을 모색하고, 경기도공익활동지원센터의 역할을 제시하는 데 목적이 있다. 이를 위해 관련 제도 및 정책에 대한 문헌분석과 함께 경기도 및 시ㆍ군 시민사회단체와 경기도공익활동지원센터 실무자들과의 FGI를 수행하였다. 이를 바탕으로 경기도 시민사회의 공익활동 지원체계 및 지원방안, 그리고 경기도공익활동지원센터와 경기도 내 시ㆍ군 공익활동지원센터 간 역할 체계를 제시하였다. 그 결과 공익활동가의 재생산, 전문성 증진, 사회적 기여에 대한 연구와 논의 등에 관련된 지원이 필요함을 알 수 있었다. 그리고 경기도공익활동지원센터는 단체 지원보다는 공익활동 지원 자체에 초점을 맞추고, 공익활동의 인큐베이팅과 시ㆍ군 센터의 역할 강화에 기여해야 하는 것으로 나타났다.

본 연구는 지방세 비과세·감면 제도의 실태를 분석해 개선과제를 제시할 목적으로 시작되었다. 이를 위해 지방세 비과세액과 지방세 감면액을 비교하고 지방세지출보고서를 검토하였으며, 지방세 비과세·감면의 주체를 분석하고 근거 규정을 확인하였다.

분석 결과, 지방세 비과세·감면 관리를 강화해 지방세 수입을 확대하고 납세자의 편의를 도모해야 할 것이다. 첫째, 지방세 비과세액이 지방세 감면액보다 더 많고 그 규모가 매우 증가하고 있다는 점에서, 지방세 비과세와 관련한 세부 통계자료를 생성하고 지방세 비과세를 엄격하게 관리하는 것이 필요하다. 둘째, 지방세지출보고서 체계를 지방세지출예산서 방식으로 개편해 지방세 비과세·감면을 사전적·사후적으로 관리·통제할 수 있는 기반을 마련해야 할 것이다. 세부적으로, 지방세지출보고서 작성 주체를 이원화하고 3개년도의 실적 및 추정 금액을 작성하는 방안을 고려할 수 있을 것이다. 셋째, 지방자치단체 조례에 기초한 지방세 감면을 활성화하고 법률에 따른 지방세 감면을 축소하는 방안으로 나아가야 할 것이다. 넷째, 납세자의 편의를 높이기 위하여 조세특례제한법에 남아있는 지방세 감면 규정을 모두 지방세특례제한법으로 이관해야 할 것이다.

본 연구는 지역 문화재 활용에 대한 인식을 축제이벤트 환경에서 밝혀내고 인식, 전반적 만족도, 지지도 간의 인과관계를 검증하고자 하였다. 이를 위해 청주시에서 열린 문화재야행을 찾은 방문객을 대상으로 설문조사를 실시해 총 274개의 유효자료를 수집하였다. 수집된 자료는 주성분 요인분석을 통해 관련 산업 및 상권 활성화, 역사성 학습 및 지역성 인식, 문화재 관리 및 주변 환경 개선, 문화 여가 생활 및 문화재 향유 등 지역 문화재 활용에 대한 네 가지 인식을 파악하였다. 이어서 회귀분석을 사용해 관련 산업 및 상권 활성화와 역사성 학습 및 지역성 인식이 전반적 만족도와 지지도에 긍정적인 영향을 미치며, 전반적 만족도 역시 지지도에 직접 영향을 미치는 것을 밝혀낼 수 있었다. 그러나 문화재 관리 및 주변 환경 개선에 관한 인식은 전반적 만족도와 지지도에 영향을 미치지 못하는 것으로 밝혀졌다. 이러한 결과로 볼 때, 지역 문화재 활용 인식인 산업 및 상권 활성화와 역사성 학습 및 지역성 요인은 전반적 만족도와 지지도를 예견해 볼 수 있는 중요한 예측변수이며, 전반적 만족도 역시 지지도의 선행변수임을 확인할 수 있었다. 본 연구는 이러한 결과를 토대로 지역 문화재 활용을 위한 학술적 실무적 시사점에 대해 논하였다.

산업단지를 명시적으로 제도화한 1990년 ‘산업입지 및 개발에 관한 법률’이 제정되기 이전부터 국내 산업단지는 중앙과 지방정부의 다양한 정책적 지원을 받아 왔다. 이와는 대조적으로, 개별 지방자치단체에 의해 지정되어 온 도시 공업지역은 명확한 공공지원이 없이 순수하게 용도지역 규제에 의해 관리되어 왔다고 해도 과언은 아니다. 그동안 지방자치단체가 산업단지를 당해지역 개발의 직접적인 수단으로 적극적으로 수용해온 반면, 노후화로 인한 각종 문제에 직면한 도시 공업지역 관리에는 상대적으로 소극적이었다. 이런 딜레마적인 상황을 개선하기 위해 이 연구는 도시 공업지역에서의 산업 활성화에 역점을 둔 일련의 법제적 정비를 살펴보는 데에 일차적인 목표를 둔다. 우선, 이 연구는 현재 공업지역과 관련한 제도적인 운영 시스템과 그 한계를 검토한다. 주요 대상은 ‘국토의 계획 및 이용에 관한 법률,’ ‘산업입지 및 개발에 관한 법률’ 및 ‘도시재생 활성화 및 지원에 관한 특별법’ 등이다. 나아가 새롭게 도입한 ‘도시 공업지역 관리 및 활성화에 관한 특별법’의 주요 내용을 비판적으로 검토한다. 이와 같은 법제도적인 정비를 통하여 이 연구는 도시 공업지역의 적정관리에 초점을 둔 실천적인 대안을 설계하는 데에 도움을 주고자 한다.

            [content] => <table border="0" cellpadding="1" cellspacing="0" class="__se_tbl"><tbody><tr><td class="" style="width: 1028px; height: 110px; background-color: rgb(235, 235, 235);"><p>&nbsp;<b>[초록]</b></p><p><b><br></b></p><p>산업단지를 명시적으로 제도화한 1990년 ‘산업입지 및 개발에 관한 법률’이 제정되기 이전부터 국내 산업단지는 중앙과 지방정부의 다양한 정책적 지원을 받아 왔다. 이와는 대조적으로, 개별 지방자치단체에 의해 지정되어 온 도시 공업지역은 명확한 공공지원이 없이 순수하게 용도지역 규제에 의해 관리되어 왔다고 해도 과언은 아니다. 그동안 지방자치단체가 산업단지를 당해지역 개발의 직접적인 수단으로 적극적으로 수용해온 반면, 노후화로 인한 각종 문제에 직면한 도시 공업지역 관리에는 상대적으로 소극적이었다. 이런 딜레마적인 상황을 개선하기 위해 이 연구는 도시 공업지역에서의 산업 활성화에 역점을 둔 일련의 법제적 정비를 살펴보는 데에 일차적인 목표를 둔다. 우선, 이 연구는 현재 공업지역과 관련한 제도적인 운영 시스템과 그 한계를 검토한다. 주요 대상은 ‘국토의 계획 및 이용에 관한 법률,’ ‘산업입지 및 개발에 관한 법률’ 및 ‘도시재생 활성화 및 지원에 관한 특별법’ 등이다. 나아가 새롭게 도입한 ‘도시 공업지역 관리 및 활성화에 관한 특별법’의 주요 내용을 비판적으로 검토한다. 이와 같은 법제도적인 정비를 통하여 이 연구는 도시 공업지역의 적정관리에 초점을 둔 실천적인 대안을 설계하는 데에 도움을 주고자 한다.<br></p><p><br></p></td></tr></tbody></table>

경기도는 민선 7기 들어 ‘경기도공익활동지원센터’를 설립하는 등 시민사회의 공익활동 지원을 통해 시민사회를 활성화하기 위한 노력에 나섰다. 이 논문은 이에 발맞춰 경기도 시민사회의 공익활동 지원을 위한 제도개선 방안을 모색하고, 경기도공익활동지원센터의 역할을 제시하는 데 목적이 있다. 이를 위해 관련 제도 및 정책에 대한 문헌분석과 함께 경기도 및 시ㆍ군 시민사회단체와 경기도공익활동지원센터 실무자들과의 FGI를 수행하였다. 이를 바탕으로 경기도 시민사회의 공익활동 지원체계 및 지원방안, 그리고 경기도공익활동지원센터와 경기도 내 시ㆍ군 공익활동지원센터 간 역할 체계를 제시하였다. 그 결과 공익활동가의 재생산, 전문성 증진, 사회적 기여에 대한 연구와 논의 등에 관련된 지원이 필요함을 알 수 있었다. 그리고 경기도공익활동지원센터는 단체 지원보다는 공익활동 지원 자체에 초점을 맞추고, 공익활동의 인큐베이팅과 시ㆍ군 센터의 역할 강화에 기여해야 하는 것으로 나타났다.

본 연구는 지방세 비과세·감면 제도의 실태를 분석해 개선과제를 제시할 목적으로 시작되었다. 이를 위해 지방세 비과세액과 지방세 감면액을 비교하고 지방세지출보고서를 검토하였으며, 지방세 비과세·감면의 주체를 분석하고 근거 규정을 확인하였다.

분석 결과, 지방세 비과세·감면 관리를 강화해 지방세 수입을 확대하고 납세자의 편의를 도모해야 할 것이다. 첫째, 지방세 비과세액이 지방세 감면액보다 더 많고 그 규모가 매우 증가하고 있다는 점에서, 지방세 비과세와 관련한 세부 통계자료를 생성하고 지방세 비과세를 엄격하게 관리하는 것이 필요하다. 둘째, 지방세지출보고서 체계를 지방세지출예산서 방식으로 개편해 지방세 비과세·감면을 사전적·사후적으로 관리·통제할 수 있는 기반을 마련해야 할 것이다. 세부적으로, 지방세지출보고서 작성 주체를 이원화하고 3개년도의 실적 및 추정 금액을 작성하는 방안을 고려할 수 있을 것이다. 셋째, 지방자치단체 조례에 기초한 지방세 감면을 활성화하고 법률에 따른 지방세 감면을 축소하는 방안으로 나아가야 할 것이다. 넷째, 납세자의 편의를 높이기 위하여 조세특례제한법에 남아있는 지방세 감면 규정을 모두 지방세특례제한법으로 이관해야 할 것이다.

이 연구는 청주 지역을 사례로 공동체 에너지에 초점을 맞춰 지역에너지전환이 확산되는 양상을 살펴보고 전환 실험을 활성화할 수 있는 방안을 탐색한다. 이를 위해 청주 지역에서 지역에너지전환에 적극적으로 관여하는 이들을 심층면접하여 현재 상황에 대한 진단과 지역에너지전환 추진 전략, 중장기적 구상을 살펴보았다. 연구 결과가 시사하는 바, 지역사회의 전환 역량이 부족한 곳에서는 외부의 전환 실험을 학습·모방하여 지역에너지전환을 추진해가고 있다. 이 과정에서 공동체 에너지를 기반으로 한 상징적 사례 만들기와 거점 공간 만들기, 전환 모델 구축이 핵심적인 추진 전략으로 부상하고 있다. 또한 전환 실험을 확산할 역량이 부족한 상황은 자원 의존적 전환 실험을 정당화하며 공공협력에 대한 기대를 높이고 있다. 전환 실험이 본격화되지 않은 탓에 자원 의존적 전환 실험에 내재한 갈등은 아직 불거지지 않고 있다. 향후 공동체 에너지와 공공협력이 단축적 전환 실험의 토대가 되기 위해서는 실패를 통한 학습과 갈등적 협력의 가능성을 더 적극적으로 고려할 필요가 있다.

본 연구는 지역 문화재 활용에 대한 인식을 축제이벤트 환경에서 밝혀내고 인식, 전반적 만족도, 지지도 간의 인과관계를 검증하고자 하였다. 이를 위해 청주시에서 열린 문화재야행을 찾은 방문객을 대상으로 설문조사를 실시해 총 274개의 유효자료를 수집하였다. 수집된 자료는 주성분 요인분석을 통해 관련 산업 및 상권 활성화, 역사성 학습 및 지역성 인식, 문화재 관리 및 주변 환경 개선, 문화 여가 생활 및 문화재 향유 등 지역 문화재 활용에 대한 네 가지 인식을 파악하였다. 이어서 회귀분석을 사용해 관련 산업 및 상권 활성화와 역사성 학습 및 지역성 인식이 전반적 만족도와 지지도에 긍정적인 영향을 미치며, 전반적 만족도 역시 지지도에 직접 영향을 미치는 것을 밝혀낼 수 있었다. 그러나 문화재 관리 및 주변 환경 개선에 관한 인식은 전반적 만족도와 지지도에 영향을 미치지 못하는 것으로 밝혀졌다. 이러한 결과로 볼 때, 지역 문화재 활용 인식인 산업 및 상권 활성화와 역사성 학습 및 지역성 요인은 전반적 만족도와 지지도를 예견해 볼 수 있는 중요한 예측변수이며, 전반적 만족도 역시 지지도의 선행변수임을 확인할 수 있었다. 본 연구는 이러한 결과를 토대로 지역 문화재 활용을 위한 학술적 실무적 시사점에 대해 논하였다.

산업단지를 명시적으로 제도화한 1990년 ‘산업입지 및 개발에 관한 법률’이 제정되기 이전부터 국내 산업단지는 중앙과 지방정부의 다양한 정책적 지원을 받아 왔다. 이와는 대조적으로, 개별 지방자치단체에 의해 지정되어 온 도시 공업지역은 명확한 공공지원이 없이 순수하게 용도지역 규제에 의해 관리되어 왔다고 해도 과언은 아니다. 그동안 지방자치단체가 산업단지를 당해지역 개발의 직접적인 수단으로 적극적으로 수용해온 반면, 노후화로 인한 각종 문제에 직면한 도시 공업지역 관리에는 상대적으로 소극적이었다. 이런 딜레마적인 상황을 개선하기 위해 이 연구는 도시 공업지역에서의 산업 활성화에 역점을 둔 일련의 법제적 정비를 살펴보는 데에 일차적인 목표를 둔다. 우선, 이 연구는 현재 공업지역과 관련한 제도적인 운영 시스템과 그 한계를 검토한다. 주요 대상은 ‘국토의 계획 및 이용에 관한 법률,’ ‘산업입지 및 개발에 관한 법률’ 및 ‘도시재생 활성화 및 지원에 관한 특별법’ 등이다. 나아가 새롭게 도입한 ‘도시 공업지역 관리 및 활성화에 관한 특별법’의 주요 내용을 비판적으로 검토한다. 이와 같은 법제도적인 정비를 통하여 이 연구는 도시 공업지역의 적정관리에 초점을 둔 실천적인 대안을 설계하는 데에 도움을 주고자 한다.

경기도는 민선 7기 들어 ‘경기도공익활동지원센터’를 설립하는 등 시민사회의 공익활동 지원을 통해 시민사회를 활성화하기 위한 노력에 나섰다. 이 논문은 이에 발맞춰 경기도 시민사회의 공익활동 지원을 위한 제도개선 방안을 모색하고, 경기도공익활동지원센터의 역할을 제시하는 데 목적이 있다. 이를 위해 관련 제도 및 정책에 대한 문헌분석과 함께 경기도 및 시ㆍ군 시민사회단체와 경기도공익활동지원센터 실무자들과의 FGI를 수행하였다. 이를 바탕으로 경기도 시민사회의 공익활동 지원체계 및 지원방안, 그리고 경기도공익활동지원센터와 경기도 내 시ㆍ군 공익활동지원센터 간 역할 체계를 제시하였다. 그 결과 공익활동가의 재생산, 전문성 증진, 사회적 기여에 대한 연구와 논의 등에 관련된 지원이 필요함을 알 수 있었다. 그리고 경기도공익활동지원센터는 단체 지원보다는 공익활동 지원 자체에 초점을 맞추고, 공익활동의 인큐베이팅과 시ㆍ군 센터의 역할 강화에 기여해야 하는 것으로 나타났다.

본 연구는 지방세 비과세·감면 제도의 실태를 분석해 개선과제를 제시할 목적으로 시작되었다. 이를 위해 지방세 비과세액과 지방세 감면액을 비교하고 지방세지출보고서를 검토하였으며, 지방세 비과세·감면의 주체를 분석하고 근거 규정을 확인하였다.

분석 결과, 지방세 비과세·감면 관리를 강화해 지방세 수입을 확대하고 납세자의 편의를 도모해야 할 것이다. 첫째, 지방세 비과세액이 지방세 감면액보다 더 많고 그 규모가 매우 증가하고 있다는 점에서, 지방세 비과세와 관련한 세부 통계자료를 생성하고 지방세 비과세를 엄격하게 관리하는 것이 필요하다. 둘째, 지방세지출보고서 체계를 지방세지출예산서 방식으로 개편해 지방세 비과세·감면을 사전적·사후적으로 관리·통제할 수 있는 기반을 마련해야 할 것이다. 세부적으로, 지방세지출보고서 작성 주체를 이원화하고 3개년도의 실적 및 추정 금액을 작성하는 방안을 고려할 수 있을 것이다. 셋째, 지방자치단체 조례에 기초한 지방세 감면을 활성화하고 법률에 따른 지방세 감면을 축소하는 방안으로 나아가야 할 것이다. 넷째, 납세자의 편의를 높이기 위하여 조세특례제한법에 남아있는 지방세 감면 규정을 모두 지방세특례제한법으로 이관해야 할 것이다.

본 연구는 지역 문화재 활용에 대한 인식을 축제이벤트 환경에서 밝혀내고 인식, 전반적 만족도, 지지도 간의 인과관계를 검증하고자 하였다. 이를 위해 청주시에서 열린 문화재야행을 찾은 방문객을 대상으로 설문조사를 실시해 총 274개의 유효자료를 수집하였다. 수집된 자료는 주성분 요인분석을 통해 관련 산업 및 상권 활성화, 역사성 학습 및 지역성 인식, 문화재 관리 및 주변 환경 개선, 문화 여가 생활 및 문화재 향유 등 지역 문화재 활용에 대한 네 가지 인식을 파악하였다. 이어서 회귀분석을 사용해 관련 산업 및 상권 활성화와 역사성 학습 및 지역성 인식이 전반적 만족도와 지지도에 긍정적인 영향을 미치며, 전반적 만족도 역시 지지도에 직접 영향을 미치는 것을 밝혀낼 수 있었다. 그러나 문화재 관리 및 주변 환경 개선에 관한 인식은 전반적 만족도와 지지도에 영향을 미치지 못하는 것으로 밝혀졌다. 이러한 결과로 볼 때, 지역 문화재 활용 인식인 산업 및 상권 활성화와 역사성 학습 및 지역성 요인은 전반적 만족도와 지지도를 예견해 볼 수 있는 중요한 예측변수이며, 전반적 만족도 역시 지지도의 선행변수임을 확인할 수 있었다. 본 연구는 이러한 결과를 토대로 지역 문화재 활용을 위한 학술적 실무적 시사점에 대해 논하였다.

            [content] => <table border="0" cellpadding="1" cellspacing="0" class="__se_tbl"><tbody><tr><td class="" style="width: 1028px; height: 110px; background-color: rgb(235, 235, 235);"><p>&nbsp;<b>[초록]</b></p><p><b><br></b></p><p>본 연구는 지역 문화재 활용에 대한 인식을 축제이벤트 환경에서 밝혀내고 인식, 전반적 만족도, 지지도 간의 인과관계를 검증하고자 하였다. 이를 위해 청주시에서 열린 문화재야행을 찾은 방문객을 대상으로 설문조사를 실시해 총 274개의 유효자료를 수집하였다. 수집된 자료는 주성분 요인분석을 통해 관련 산업 및 상권 활성화, 역사성 학습 및 지역성 인식, 문화재 관리 및 주변 환경 개선, 문화 여가 생활 및 문화재 향유 등 지역 문화재 활용에 대한 네 가지 인식을 파악하였다. 이어서 회귀분석을 사용해 관련 산업 및 상권 활성화와 역사성 학습 및 지역성 인식이 전반적 만족도와 지지도에 긍정적인 영향을 미치며, 전반적 만족도 역시 지지도에 직접 영향을 미치는 것을 밝혀낼 수 있었다. 그러나 문화재 관리 및 주변 환경 개선에 관한 인식은 전반적 만족도와 지지도에 영향을 미치지 못하는 것으로 밝혀졌다. 이러한 결과로 볼 때, 지역 문화재 활용 인식인 산업 및 상권 활성화와 역사성 학습 및 지역성 요인은 전반적 만족도와 지지도를 예견해 볼 수 있는 중요한 예측변수이며, 전반적 만족도 역시 지지도의 선행변수임을 확인할 수 있었다. 본 연구는 이러한 결과를 토대로 지역 문화재 활용을 위한 학술적 실무적 시사점에 대해 논하였다.<br></p><p><br></p></td></tr></tbody></table>

산업단지를 명시적으로 제도화한 1990년 ‘산업입지 및 개발에 관한 법률’이 제정되기 이전부터 국내 산업단지는 중앙과 지방정부의 다양한 정책적 지원을 받아 왔다. 이와는 대조적으로, 개별 지방자치단체에 의해 지정되어 온 도시 공업지역은 명확한 공공지원이 없이 순수하게 용도지역 규제에 의해 관리되어 왔다고 해도 과언은 아니다. 그동안 지방자치단체가 산업단지를 당해지역 개발의 직접적인 수단으로 적극적으로 수용해온 반면, 노후화로 인한 각종 문제에 직면한 도시 공업지역 관리에는 상대적으로 소극적이었다. 이런 딜레마적인 상황을 개선하기 위해 이 연구는 도시 공업지역에서의 산업 활성화에 역점을 둔 일련의 법제적 정비를 살펴보는 데에 일차적인 목표를 둔다. 우선, 이 연구는 현재 공업지역과 관련한 제도적인 운영 시스템과 그 한계를 검토한다. 주요 대상은 ‘국토의 계획 및 이용에 관한 법률,’ ‘산업입지 및 개발에 관한 법률’ 및 ‘도시재생 활성화 및 지원에 관한 특별법’ 등이다. 나아가 새롭게 도입한 ‘도시 공업지역 관리 및 활성화에 관한 특별법’의 주요 내용을 비판적으로 검토한다. 이와 같은 법제도적인 정비를 통하여 이 연구는 도시 공업지역의 적정관리에 초점을 둔 실천적인 대안을 설계하는 데에 도움을 주고자 한다.

경기도는 민선 7기 들어 ‘경기도공익활동지원센터’를 설립하는 등 시민사회의 공익활동 지원을 통해 시민사회를 활성화하기 위한 노력에 나섰다. 이 논문은 이에 발맞춰 경기도 시민사회의 공익활동 지원을 위한 제도개선 방안을 모색하고, 경기도공익활동지원센터의 역할을 제시하는 데 목적이 있다. 이를 위해 관련 제도 및 정책에 대한 문헌분석과 함께 경기도 및 시ㆍ군 시민사회단체와 경기도공익활동지원센터 실무자들과의 FGI를 수행하였다. 이를 바탕으로 경기도 시민사회의 공익활동 지원체계 및 지원방안, 그리고 경기도공익활동지원센터와 경기도 내 시ㆍ군 공익활동지원센터 간 역할 체계를 제시하였다. 그 결과 공익활동가의 재생산, 전문성 증진, 사회적 기여에 대한 연구와 논의 등에 관련된 지원이 필요함을 알 수 있었다. 그리고 경기도공익활동지원센터는 단체 지원보다는 공익활동 지원 자체에 초점을 맞추고, 공익활동의 인큐베이팅과 시ㆍ군 센터의 역할 강화에 기여해야 하는 것으로 나타났다.

본 연구는 지방세 비과세·감면 제도의 실태를 분석해 개선과제를 제시할 목적으로 시작되었다. 이를 위해 지방세 비과세액과 지방세 감면액을 비교하고 지방세지출보고서를 검토하였으며, 지방세 비과세·감면의 주체를 분석하고 근거 규정을 확인하였다.

본 연구는 지역 문화재 활용에 대한 인식을 축제이벤트 환경에서 밝혀내고 인식, 전반적 만족도, 지지도 간의 인과관계를 검증하고자 하였다. 이를 위해 청주시에서 열린 문화재야행을 찾은 방문객을 대상으로 설문조사를 실시해 총 274개의 유효자료를 수집하였다. 수집된 자료는 주성분 요인분석을 통해 관련 산업 및 상권 활성화, 역사성 학습 및 지역성 인식, 문화재 관리 및 주변 환경 개선, 문화 여가 생활 및 문화재 향유 등 지역 문화재 활용에 대한 네 가지 인식을 파악하였다. 이어서 회귀분석을 사용해 관련 산업 및 상권 활성화와 역사성 학습 및 지역성 인식이 전반적 만족도와 지지도에 긍정적인 영향을 미치며, 전반적 만족도 역시 지지도에 직접 영향을 미치는 것을 밝혀낼 수 있었다. 그러나 문화재 관리 및 주변 환경 개선에 관한 인식은 전반적 만족도와 지지도에 영향을 미치지 못하는 것으로 밝혀졌다. 이러한 결과로 볼 때, 지역 문화재 활용 인식인 산업 및 상권 활성화와 역사성 학습 및 지역성 요인은 전반적 만족도와 지지도를 예견해 볼 수 있는 중요한 예측변수이며, 전반적 만족도 역시 지지도의 선행변수임을 확인할 수 있었다. 본 연구는 이러한 결과를 토대로 지역 문화재 활용을 위한 학술적 실무적 시사점에 대해 논하였다.

산업단지를 명시적으로 제도화한 1990년 ‘산업입지 및 개발에 관한 법률’이 제정되기 이전부터 국내 산업단지는 중앙과 지방정부의 다양한 정책적 지원을 받아 왔다. 이와는 대조적으로, 개별 지방자치단체에 의해 지정되어 온 도시 공업지역은 명확한 공공지원이 없이 순수하게 용도지역 규제에 의해 관리되어 왔다고 해도 과언은 아니다. 그동안 지방자치단체가 산업단지를 당해지역 개발의 직접적인 수단으로 적극적으로 수용해온 반면, 노후화로 인한 각종 문제에 직면한 도시 공업지역 관리에는 상대적으로 소극적이었다. 이런 딜레마적인 상황을 개선하기 위해 이 연구는 도시 공업지역에서의 산업 활성화에 역점을 둔 일련의 법제적 정비를 살펴보는 데에 일차적인 목표를 둔다. 우선, 이 연구는 현재 공업지역과 관련한 제도적인 운영 시스템과 그 한계를 검토한다. 주요 대상은 ‘국토의 계획 및 이용에 관한 법률,’ ‘산업입지 및 개발에 관한 법률’ 및 ‘도시재생 활성화 및 지원에 관한 특별법’ 등이다. 나아가 새롭게 도입한 ‘도시 공업지역 관리 및 활성화에 관한 특별법’의 주요 내용을 비판적으로 검토한다. 이와 같은 법제도적인 정비를 통하여 이 연구는 도시 공업지역의 적정관리에 초점을 둔 실천적인 대안을 설계하는 데에 도움을 주고자 한다.

경기도는 민선 7기 들어 ‘경기도공익활동지원센터’를 설립하는 등 시민사회의 공익활동 지원을 통해 시민사회를 활성화하기 위한 노력에 나섰다. 이 논문은 이에 발맞춰 경기도 시민사회의 공익활동 지원을 위한 제도개선 방안을 모색하고, 경기도공익활동지원센터의 역할을 제시하는 데 목적이 있다. 이를 위해 관련 제도 및 정책에 대한 문헌분석과 함께 경기도 및 시ㆍ군 시민사회단체와 경기도공익활동지원센터 실무자들과의 FGI를 수행하였다. 이를 바탕으로 경기도 시민사회의 공익활동 지원체계 및 지원방안, 그리고 경기도공익활동지원센터와 경기도 내 시ㆍ군 공익활동지원센터 간 역할 체계를 제시하였다. 그 결과 공익활동가의 재생산, 전문성 증진, 사회적 기여에 대한 연구와 논의 등에 관련된 지원이 필요함을 알 수 있었다. 그리고 경기도공익활동지원센터는 단체 지원보다는 공익활동 지원 자체에 초점을 맞추고, 공익활동의 인큐베이팅과 시ㆍ군 센터의 역할 강화에 기여해야 하는 것으로 나타났다.

본 연구는 지방세 비과세·감면 제도의 실태를 분석해 개선과제를 제시할 목적으로 시작되었다. 이를 위해 지방세 비과세액과 지방세 감면액을 비교하고 지방세지출보고서를 검토하였으며, 지방세 비과세·감면의 주체를 분석하고 근거 규정을 확인하였다.

분석 결과, 지방세 비과세·감면 관리를 강화해 지방세 수입을 확대하고 납세자의 편의를 도모해야 할 것이다. 첫째, 지방세 비과세액이 지방세 감면액보다 더 많고 그 규모가 매우 증가하고 있다는 점에서, 지방세 비과세와 관련한 세부 통계자료를 생성하고 지방세 비과세를 엄격하게 관리하는 것이 필요하다. 둘째, 지방세지출보고서 체계를 지방세지출예산서 방식으로 개편해 지방세 비과세·감면을 사전적·사후적으로 관리·통제할 수 있는 기반을 마련해야 할 것이다. 세부적으로, 지방세지출보고서 작성 주체를 이원화하고 3개년도의 실적 및 추정 금액을 작성하는 방안을 고려할 수 있을 것이다. 셋째, 지방자치단체 조례에 기초한 지방세 감면을 활성화하고 법률에 따른 지방세 감면을 축소하는 방안으로 나아가야 할 것이다. 넷째, 납세자의 편의를 높이기 위하여 조세특례제한법에 남아있는 지방세 감면 규정을 모두 지방세특례제한법으로 이관해야 할 것이다.
