관련키워드 기후변화탄소중립기후변화교육탄소중립교육 연구진 : 이소영 발행일 : 2023.12. 조회수 : 305 요약 기후 위기가 심각해지면서 이제 기상 이변과 극심한 기상은 일상이 되어가고 있다. 세계 각국은 기후위기 적응 및 완화를 위한 다양한 정책을 수립하고 있으며, 특히 기후위기 문제를 해결하고 통합적으로 탄소중립을 실현할 수 있는 교육 및 홍보의 역할이 강조되고 있다. 인간의 수명 연장과 고령층 증가와 같은 인구구조의 변화가 가속화되고 있으며 이에 따른 생애주기에 따른 교육의 역할도 요구되고 있다. 본 연구는 기후위기 시대 국가와 지역사회가 탄소중립을 실현하고 지속 가능한 발전을 이루기 위하여 개인과 사회가 환경을 보전하고 개선하는데 필요한 소양을 함양하는 전 생애주기별 탄소중립 교육 활성화 방안을 모색하였다. 이를 위해 현시점에서의 국내외 기후변화·탄소중립 교육의 현황을 파악하고 도내 기후변화·탄소중립 교육 여건을 분석하였다. 또한, 이러한 현황 및 여건이 갖는 의미를 분석하여 기후위기 시대, 생애주기별 탄소중립 교육이 나아가야 할 방향과 충북 도내 시군의 전 생애주기 탄소중립 교육 프로그램 운영 및 활성화를 위한 지자체 지원정책과 제도적 방안을 모색하여 정책개발의 기초자료를 제공하고 정책적 시사점을 제시하고자 하였다. 4차 산업혁명과 저출산 고령화 시대의 도래로 인해, 정규교육 이외에 전 연령층을 대상으로 하는 교육의 중요성이 날로 커지고 있다. 즉, 수요자의 특성을 반영한 생애주기별 맞춤형 교육의 필요성이 중요해지고 있다. 기후변화와 탄소중립에 대한 개인의 인지와 실천 문제는 선천적인 것이 아니라, 학습될 수 있는 것으로 일상의 삶에서 문제 및 쟁점을 해결하고 또한, 지속가능한 방향으로 탄소중립을 실천하는 데 있어서의 개인의 지식, 동기, 태도, 결심 등이 결합하여 총체적으로 나타나는 행위일 것이다. 따라서 학령기 이후 교육의 중요성이 더욱 커지고 있다고 할 수 있다. 현재 다양한 기후변화·탄소중립 교육 사업이 운영되고 있지만, 생애주기별에 따른 교육 주제, 방법 그리고 범위가 체계화되지 못하다는 평가이다. 따라서, 생애주기별 평생학습의 중요성을 고려하여 생애주기별 기후변화·탄소중립 교육과 관련한 정책과 구체적인 프로그램 개발이 필요하다. 또한, 중앙-지방정부의 탄소중립 정책과 연계한 교육 프로그램, 사회적으로 이슈 등을 반영한 프로그램 운영, 시대적 트렌드를 반영한 프로그램 개발, 교육과정을
