[연구개요] 본 연구는 현행 총량관리제도의 목표수질 설정원칙의 타당성을 분석하고 개선방안을 제시하기 위하여 수행 되었다 [연구내용의 요약] 본 연구에서는 현행 총량관리제의 목표수질 설정과정을 분석하고 충청북도 금강수계의 단위유역별 수질현황과 목표수질 달성 가능성을 평가하였다. 연구결과 제1단계 목표수질 설정의 문제점은 물관리종합대책의 비현실성, 지역간 형평성 부족, 그리고 목표수질 측정지점의 부적합으로 분석되었다. 물관리종합대책에서 제시된 비 현실적인 삭감계획을 고려하여 달성하기 어려운 목표수질을 제시하였으며, 빈익빈…
