 [ABSTRACT]


The purpose of this study is to provide policy support measures to minimize ESG risks and enhance corporate competitiveness of small and medium-sized enterprises in Chungcheongbuk-do Province, through a review of domestic and international ESG policy trends, and a analysis of the response level and policy demands for ESG of small and medium-sized enterprises in the Chungbuk region. In order to achieve the research purpose, this study conducted research including theoretical examination of ESG, analysis of domestic and international ESG policy trends and issues, analysis of ESG best case companies, analysis of the current status of ESG management and policy demand of medium-sized enterprises in Chungbuk region, and expert FGI. Based on the policy implications of the analysis results, this study presented support policy and response tasks to activate ESG management of small and medium-sized enterprises in the Chungbuk region. First, This study proposed to expand the ESG ecosystem by enacting of the ESG support local ordinance in the Chungbuk region, establishing an ESG promotion system and integrated governance, increasing the ESG policy support budget,  reating ESG funds, and activating startups. Second, This study proposed the establishment of ESG-dedicated support system and provision of integrated ESG information services through designation and operation of an ESG dedicated organization, establishment of institutional basis for a dedicated organization, and establishment of a Chungbuk ESG platform. Third, this study proposed the spread of corporate ESG culture including strengthening the promotion of ESG policy, selecting and rewarding excellent ESG companies, and establishing an incentive support system. Fourth, this study proposed policies to strengthen corporate ESG promotion capabilities, including promoting of digital transformation of small and medium-sized enterprises, providing training to strengthen ESG capabilities of employees, and establishing a system to tarin and utilize Chungbuk-type ESG experts. Fifth, this study proposed support policies for EU supply chain audits of export companies in the Chungbuk region, including the establishment of a database of companies subject to EU export regulations and support for cooperation projects between large and small companies in response to EU export  egulations. Lastly, this study proposed the promotion of demand-responsive support policies for each ESG area, by dividing them into priority and general tasks along with ESG diagnostic assessment and consulting support for small and medium-sized enterprises in the Chungbuk region.
