This study is part of establishing strategies necessary to effectively respond to the rapidly changing domestic and international economic, industrial, and technological environments and transform the economic and industrial structure of North Chungcheong Province from quantitative growth to qualitative growth. As a basis for fostering high value-added service industries such as the knowledge service industry, etc. We conducted research with the purpose of exploring research and activation strategy directions. The knowledge service industry is divided into 'professional knowledge service industry', 'ICT knowledge service industry', and 'content provision knowledge service industry', and is a global knowledge-based industry. It is a continuously growing industry with an added value of approximately $9.2 trillion, accounting for approximately 11.5% of global GDP, and according to market share by country, the United States holds an average of approximately 40% of the domestic knowledge service industry. Starting with the 'Knowledge Service Industry Development Strategy' in 2007, related policies have been continuously promoted to this day, and the domestic knowledge service industry is being activated mainly in areas with excellent settlement conditions such as transportation, medical care, education, culture, and living infrastructure. As of 2022, the total number of businesses in the knowledge service industry in North Chungcheong Province is 6,298, with the 'professional knowledge service industry' accounting for the largest portion at about 70%, and the number of employees is 34,899, with the 'professional knowledge service industry' accounting for the largest portion at about 84%. According to the results of the analysis of the status of the knowledge service industry in Chungcheongbuk-do, the 'specialized knowledge service industry' in Chungcheongbuk-do has a relatively high level of industrial specialization and integration compared to other major fields, which is necessary to advance Chungcheongbuk's main industries (semiconductor, bio, secondary battery). It is analyzed that this is because it is a knowledge service industry field.

Through the analysis of conditions based on SWOT analysis to revitalize the knowledge service industry in Chungcheongbuk-do, the strengths of conditions within the province (S), weaknesses of conditions within the province (W), opportunities due to conditions outside the province (O), The strategic direction for revitalizing the knowledge service industry in Chungcheongbuk-do was derived from “investment attraction,” “talent,” “start-ups,” based on the SO-ST-WO-WT strategy based on SWOT analysis. It is organized by key keywords such as “R&D” and is divided into SO strategy (turning strengths into opportunities), ST strategy (maximizing strengths, minimizing threats), WO strategy (turning weaknesses into opportunities), and WT strategy (complementing weaknesses, minimizing threats). It has been set. As a task for revitalizing the knowledge service industry in North Chungcheong Province, it is necessary to actively utilize the investment attraction resources and conditions in the province to revitalize investment attraction. It is also necessary to seek a self-sustaining human resources supply and demand plan in the region through the most important talent acquisition sector in the knowledge service industry. It is necessary to strengthen local R&D capabilities and create a local innovation support system that can support this.
