 [ABSTRACT]


  This study aims to derive policy directions and policy issues for local governments in the unpredictable reality of the VUCA era, which requires a fluid response posture and vigilance. In this respect, the central inland region is facing various problems such as population decline, climate crisis, and regional imbalance, which make daily life more uncertain. Therefore, the central inland region  will face myriad challenges, and if it does not have advanced problem-solving capabilities to respond to them, it is likely to face a hopeless crisis. Therefore, tTherefore, this study derived tasks from an inclusive welfare perspective and a sustainable coexistence perspective.

  In terms of inclusive welfare, first, it is necessary to build a region-centered healthcare infrastructure and health safety net in the ultra-elderly society, but it is also necessary to establish a cooperation system and network to provide cooperative and inclusive healthcare services among local governments. Second, it is necessary to establish a legal foundation to improve the quality of life through comprehensive and systematic policies that include support for stable livelihoods of single-person households, creation of housing environments, and expansion of social networks. Third, as a way to solve the problem of local extinction, it is desirable to simultaneously promote policies to expand various subsidies and policies to expand the influx of immigrants into the region. Fourth, it is necessary to change the perception that ruralization and the cultural environment are inextricably linked and to give more importance to policies in the cultural sector.

  From a sustainable win-win perspective, first, as the school-age population decreases, local universities need to specialize and link up with strategic industries with local governments according to the trend of community change. Second, for the formation and implementation of carbon-neutral policies, an institutional device should be established to allow residents to participate in the policy-making process, and the policy content should be reasonably improved in the direction of minimizing energy use and greenhouse gas emissions. Third, because there are differences in financial conditions between local governments, it must be converted to a system that local governments can manage on their own, rather than a uniform management method by the central government. Fourth, it is necessary to establish a mental model that correctly recognizes the characteristics of a super-view car of a disaster through system accidents and derives successful response leverage.
