 [ABSTRACT]


  Recently, Chungcheongbuk-do proposed the 『Chungcheongbuk-do Living Wage Ordinance』 in February 2021, and did not request reconsideration of the ordinance through the 392nd extraordinary plenary session in July. However, conditionally decided to accept it which leads to social consensus and enacting it nationwide in 2022. The first living wage was applied for the 15th time. 

  The living wage in 2022 was calculated by applying a Chungbuk-style living wage model based on 2021 statistics (model based on household expenditures for a three person household), and the hourly wage was decided as 10,362 won through the 'Living Wage Committee' in September and applied in the following year. However, the lowest living wage level in the country and the target of application were also limited to workers directly employed by local governments and government funded organizations. 

  In 2022, the living wage was determined to be 11,010 won per hour by calculating the living wage using the household expenditure standard model for a three-person household and the worker wage growth rate standard model. It is applied in current year and the target population was also expanded to include workers entrusted with road work and office work. Nevertheless, there was an opinion that the living wage was still at a low level and did not provide any real help in improving the quality of life of workers. 

  In order to calculate the living wage applied for the third time in 2024, a survey was conducted on workers who are subject to the living wage in the province to determine the status of satisfaction. The living wage was calculated by applying more detailed conditions to the existing model. During the research process, this year's Living Wage Committee decided an hourly wage of 11,437 won. which is an increase of about 3.9% from this year. 

  Therefore, starting from next year, workers belonging to the province or provincial-owned or funded organizations will receive a salary of 2,390,333 per month (when working 209 hours).

  The living wage attempts to maintain continuity by calculating it based on yearly statistics, but it has the problem of not being able to fully reflect the current situation in North Chungcheong Province due to data limitations. Therefore, in future research, we aim to reflect the rapidly changing economy and society by implementing various existing and developing models, and help improve the quality of life in various fields such as livelihood stability, education, culture, and housing for workers in the province.
