 [ABSTRACT]


  ◯ This study was conducted to analyze the current status and characteristics of the disaster safety industry in Chungbuk, and to identify promising areas for the disaster safety industry in Chungbuk based on the analysis results to provide basic data for establishing policies to promote the disaster safety industry in the province.

 ◯ As of 2021, the current status of the disaster safety industry in Chungbuk is as follows.

    - There are 50,321 businesses, accounting for 25.9% of all industrial businesses(19.5K) and 3.2% of the nation's disaster safety industry businesses(155.5K).

    - There were 228,791 workers, accounting for 28.0% of the total number of workers in the industry(81.7 million) and 2.9% of the total number of workers in the disaster safety industry(795.4 million).

    - The number of workers per business is 4.5, which is 108.2% of the total industry(4.2) and 88.9% of the nation(5.1).

 ◯ Looking at the characteristics of the disaster safety industry in Chungbuk, it is judged that the competitiveness of the business scale is somewhat poor (low scale), but it is possible to secure competitiveness because it is growing rapidly (high growth) and is highly integrated (high specialization).

    - The BSQ for the Chungbuk disaster safety industry, which refers to the size of the business, is 0.89p, which is -0.14p below the overall industry.

    - The number of businesses increased by 678(20.6%) year-on-year, with the disaster recovery industry(128.5%, 871), other disaster-related services(24.5%, 166), and disaster response(22.1%, 150) contributing to the growth, while the natural disaster prevention industry(-10.8%, -73) and social disaster prevention industry(-64.3%, -436) did not contribute to the growth.

    - The NOHI index of businesses in the disaster safety industry in Chungbuk, meaning location specialization, is 0.28p, which is relatively specialized.

 ◯ If a particular industry grows rapidly (growth) and becomes more integrated (specialization), it is possible to improve competitiveness through realizing economies of scale, and only by reaching a scale above the appropriate level (scale) is it possible to secure R&D and investment capacity to respond to changes in market conditions and industry trends, so we have identified promising areas using the analysis results of growth, specialization, and scale.

    - Among the large categories, the disaster recovery and disaster response industries were analyzed to have comparative advantages due to their specialization and good growth.

      ∙ Disaster recovery industry(77.1p), disaster response industry(51.1p), natural disaster prevention industry(48.4p), other disaster-related services industry(46.4p), and social disaster prevention industry(31.9p).

    - In the middle category, comparative advantages were analyzed in the facility damage restoration industry (disaster restoration industry), which has good specialization and growth, disaster area search and rescue and emergency assistance industry (disaster response industry), and disaster-related education, counseling, and consulting industry (other disaster-related services industry), which has good growth and scale.

 ◯ Meanwhile, implications for fostering the disaster safety industry were presented in terms of hardware, software, and human software.- Hardware aspect: Establishment of innovation base and industrial infrastructure to realize economies of scale and scope, establishment of Chungbuk-type disaster safety industry cluster to integrate functions and induce participation of institutions, etc.

    - Software aspect: Strengthening the monitoring system to respond flexibly to the disaster safety industry promotion policy, utilizing support projects from other ministries that can be used to foster the disaster safety industry, preparing a fostering strategy utilizing the trend changes in the disaster safety industry and the competitiveness of local flagship industries, promoting competitiveness in key areas by identifying future demands in the disaster safety industry, seeking ways to revitalize the disaster safety industry ecosystem through diagnosis of industrial ecosystem components, establishing a differentiated support system according to the characteristics of each growth stage of the company, and expanding demand-customized support through a survey of support needs for companies.

    - Human software aspect: Establishment of comprehensive governance that can serve as a control tower for the disaster safety industry in Chungbuk, resolving the mismatch between supply and demand by establishing a manpower supply plan in the main areas of the disaster safety industry, establishment of an integrated management system for specialized personnel DateBase by field and region, establishment of a network platform for role sharing between industry and academia, holding competitions to utilize collective intelligence, and operating a disaster safety industry matching day.
