 [ABSTRACT]

Entrepreneurship has established itself as a vital mechanism for securing new engines of economic growth, and the rapid transformation of

socio-economic conditions necessitates strategic approaches capable of responding effectively to these changes. In Chungbuk, the number of

technology-based startups reached 5,165 in 2024, accounting for 2.4 percent of the national total and ranking 10th among Korea’s 17 metropolitan

and provincial regions. This represents a decline from 2022, when the province held a 2.6 percent share. Survival indicators also demonstrate a

weakening entrepreneurial landscape: the one-year survival rate of new firms stands at 66.3 percent, the five-year rate at 34.2 percent, and the

seven-year rate at 26.9 percent. The cumulative decrease of –39.4 percent from the first to the seventh year is the steepest decline nationwide,

underscoring the urgency of strengthening the region’s startup resilience.

In response, this study proposes several measures aimed at enhancing the self-sustainability of Chungbuk’s startup ecosystem.

First, systematic development of foundational startup infrastructure is required. Second, a comprehensive regional information network for

entrepreneurship-related resources should be established. Third, targeted support mechanisms for cultivating and retaining entrepreneurial talent

must be implemented. Fourth, strong and coordinated efforts are needed to foster a robust local investment ecosystem. Fifth, the discovery and

nurturing of deep-tech startups linked to strategic industries should be prioritized. Sixth, collaborative strategies among jurisdictions within

the Chungcheong region should be pursued to create synergistic growth. Lastly, diagnostic assessments and tailored policy interventions are

ecessary to promote balanced entrepreneurial development across the region.
