 [ABSTRACT]

Artificial intelligence (AI) is rapidly advancing, driven by emerging technologies such as generative AI and multimodal AI. Consequently, the global AI market is projected to expand to approximately USD 2.5 trillion by 2032. Leading economies, including the United States, China, and the European Union, are spearheading the competition for AI leadership through massive investments while simultaneously strengthening regulatory and ethical frameworks. The manufacturing sector is also undergoing structural transformation with AI adoption, and industries such as semiconductors, batteries, biomedicine, and energy-materials are recognized as representative fields where productivity gains and innovative outcomes are expected through AI integration.

In this context, Chungcheongbuk-do has pursued initiatives such as establishing a digital transformation strategy, promoting AI autonomous manufacturing demonstration projects, and supporting AI convergence in specialized industries. However, the region faces structural disadvantages, including gaps in data and computing infrastructure and a shortage of AI expertise. This study aims to identify key policy tasks to strengthen the responsiveness of Chungbuk’s strategic industries to the rapidly evolving AI landscape and expanding market. The proposed tasks include: (1) building digital infrastructure and an industrial AI hub (AX Hub), (2) driving AI-based digital transformation of manufacturing centered on supply chains, (3) expanding AI convergence and advancing application services across industries, (4) fostering mission-oriented human capital and strengthening governance, and (5) enhancing  regional data and computing infrastructure (the “Chungbuk AI Utility”).

This research presents strategic directions that Chungcheongbuk-do should pursue in response to the intensifying global AI competition and the growing industrial applications of AI. By promoting tailored AI convergence across its strategic industries, and by comprehensively establishing data and computing infrastructure as well as talent and governance foundations, Chungbuk must develop a sustainable AI diffusion model. Such efforts are not only essential for industrial innovation within the region but also for enabling Chungbuk to emerge as a key national hub in leading Korea’s AI transformation.
