Recently, due to the innovative changes in cutting-edge science and technology and the increase in diverse and complex factors influencing the global industrial environment, the need for innovative changes and restructuring in terms of regional industrial ecosystems has become increasingly apparent.

The purpose of this study is to present a strategic direction for restructuring the industrial ecosystem in the Chungbuk region through a forecast of changes in the domestic and international industrial environment over the next 10 years and a diagnosis of the current status of each sector of the Chungcheongbuk-do industrial economy.

To achieve the research objectives, this study was conducted focusing on the following: First, this study derived the review subjects and major policy areas for innovation and restructuring of the Chungbuk industrial ecosystem through analysis of future industrial trends and issues, and outlook on domestic and international environmental changes. Second, this study presented the future direction of industrial ecosystem innovation policy through diagnosis of the current status and conditions of the Chungbuk region's industrial ecosystem in response to the future industrial change outlook. Lastly, this study presented an innovation agenda and strategic tasks for restructuring the industrial ecosystem in the Chungbuk region.

This study proposed the vision of ‘Chungbuk, the center of global new industry innovation growth’ and the policy goal of ‘building a leading model for the Chungbuk-type industrial ecosystem and securing competitiveness for global innovation growth’ through the vision system of the Chungbuk Industrial Ecosystem Innovation Reshaping Strategy.

This study presents five major strategies, 23 innovation agendas, and 59 strategic tasks as implementation means to achieve the vision and policy goals of industrial ecosystem innovation. These are examined by strategic field as follows.

The first strategy is optimization and advancement of production infrastructure. It presents five major innovation agendas and 12 strategic tasks, including responding to industrial advancement and innovation of production infrastructure, promoting digitalization of production infrastructure and AI transformation (AX), establishing a distributed energy system, smart grid and energy efficiency, and establishing a RE100 industrial complex.

The second strategy is to activate advanced R&D and technology startups. It presents five major innovation agendas and 16 strategic tasks, including securing challenging leading technologies centered on key industries, establishing a convergence collaborative research foundation centered on solving current issues, building an innovation ecosystem that connects technology development to business, creating a global startup hub, and establishing an optimal support system tailored to startup demand.

The third strategy is to increase the added value of key industries and knowledge service industries. It presented six major innovation agendas and 12 strategic tasks, including establishing a virtuous cycle structure for the supply chain of key industries in the region, establishing an innovation ecosystem for the advancement of key industry technology, creating a regional foundation for discovering and fostering future new industries, establishing a strategy for attracting investment in the knowledge service industry, creating an environment for nurturing high value-added knowledge service industry professionals, and creating an R&D foundation centered on knowledge service ventures and startups.

The fourth strategy is labor market reorganization and innovation talent development. It presents four major innovation agendas and 12 strategic tasks, including creating jobs that residents can hope for throughout their lives, creating healthy workplaces, establishing a foundation for nurturing key talents contributing to the region, and establishing an efficient utilization system for local talent.

The fifth strategy is to activate advanced logistics and international trade. It presents three major innovation agendas and seven strategic tasks, including the establishment of a multimodal transport logistics hub based on Cheongju International Airport, the establishment of an export-import multimodal transport cargo network and strengthening export regulation response capabilities, and the reestablishment of international trade and logistics governance and promotion systems.
