Agriculture in Chungcheongbuk-do has undergone major changes in recent years. In particular, these changes are taking place in various aspects such as the globalization of agriculture and the Sustainable Development Goals (SDGs), digital transformation, ESG management, and the agricultural value chain. With the aim of globalization and sustainable development, agriculture in Chungcheongbuk-do is increasingly strengthening international exchanges and cooperation, which is being implemented through agricultural exchanges between regions such as sisterhood relations. In this context, Chungcheongbuk-do needs to establish correct and valuable external expansion strategies for the sustainability and internationalization of agriculture.

This study first investigated the changes in the agricultural paradigm in the modern society and analyzed the current status of agriculture in Chungcheongbuk-do. In particular, it focused on the impact of digital transformation, ESG management, and the theory of Co-creation of Value on modern agriculture. On this basis, through Porter's value chain model, the deficiencies of modern agriculture were found, and based on this, lessons applicable to agriculture in Chungcheongbuk-do were derived.

As a result of the study, it was confirmed that agriculture in Chungcheongbuk-do has several shortcomings in international exchange and cooperation. Accordingly, by combining the Quadruple Helix and Porter's value chain theory, a strategic plan for agricultural cooperation in Chungcheongbuk-do was suggested. Furthermore, through a successful related case study, several problems were found in agricultural exchanges in Chungcheongbuk-do. First, it is limited to agricultural technology and item exchange, and international cooperation is taking place only within the agricultural field. Second, the use of the results of exchange is small, and its influence is limited. Third, exchange activities tend to be limited to one-time or short-term. Fourth, it has a unified structure in which the participating subjects are mainly composed of the government, companies, and research institutes. Fifth, the subject is mainly concentrated in cooperation with the Triple Helix Model (government, company, research institute or university). Sixth, it focuses on technology and product cooperation, and relies on traditional methods.

To solve this problem, this study suggested a solution direction for expanding the internationalization and sustainability of agriculture in Chungcheongbuk-do. First, agriculture in Chungcheongbuk-do should focus on ESG management and the digital transformation of agriculture. Through these efforts, sustainable development in terms of environmental, social, and governance can be achieved. In addition, the transition from the Triple Helix model of agriculture to the Quadruple Helix model should be promoted. In other words, the scope and depth of agricultural exchanges can be expanded through comprehensive cooperation including cultural participation with civil society as well as governments, businesses, universities/research institutes.

In summary, agriculture in Chungcheongbuk-do should actively introduce digital technologies to increase agricultural productivity and promote sustainable development through ESG management. In addition, it is necessary to establish an exchange platform in which various actors participate to maintain the sustainability of exchanges and to maximize the meaning and effect by utilizing the results of agricultural exchanges to solve field problems. Through this strategic approach, agriculture in Chungcheongbuk-do will be able to achieve sustainable development with international competitiveness.
