This study aims to connect energy self-reliant villages that respond to climate change, carbon neutrality, and RE100 with the realization of community welfare in response to the increasing demand for welfare due to the declining birthrate and aging population. The villages investigated are Schlöben, Jünde, Dardesheim, and Samsø in Germany, and Samsø in Denmark. As a domestic example, Woncheon Village in Hongseong-gun and Guryang-ri in Yeoju, Gyeonggi-do are investigated. In Chungbuk Province, the cases are Jangam-Sindae Village and Suri Village in Goesan.

The results of this study, which examines the triggers of project participation, the resident participation and organization, and cooperative governance in energy self-reliant villages in Korea and abroad, show that although the background and conditions of each village are different, resident participation is manifested in the form of cooperatives or village enterprises, and active resident participation is possible if the power plant is partially owned by the villagers or owned by the community. It can also see that community understanding and cooperation through procedural democracy is important for community organizing. In order for internal and external governance to be possible, there must be a common perception among residents, the government, local governments, and financial institutions that energy independence projects are beneficial to all.

It proposes a plan to spread community welfare in Chungbuk through local energy self-reliance. First, local governments should actively cooperate with solar installations through shared land leases. Second, the province and local governments should support publicity and education about renewable energy projects to help improve residents' awareness. Third, it is necessary to develop renewable energy sources that take into account environmental and geographical characteristics. Fourth, the separation distance should be relaxed in the ordinance to revitalize the renewable energy business at the Chungbuk level. Fifth, a strong demand for government institutional reform is needed. 'Farming solar' should be recognized as a possible development activity in the promotion zone to make it easier to secure land. It should also provide institutional support for loans secured by village assets. Finally, the taxation of dividend income should be improved or eliminated for cooperatives of a certain size to allow low-income people to participate and benefit.
