 [ABSTRACT]

This study aims to propose strategic directions for enhancing the competitiveness and innovative growth of aging industrial complexes in Chungbuk, based on the government's "Industrial Complex Master Plan (MP) establishment strategy." Chungbuk's aging industrial complexes account for 35.3% of all industrial complexes in the region, yet they contribute over 62% to production activities such as employment, production and exports. The direction for establishing a Chungbuk-specific aging industrial complex master plan focuses on "completing Chungbuk as a place favorable for investment by companies and comfortable for residents through the structural advancement and regeneration of aging industrial complexes." For the Chungbuk aging national industrial complex MP establishment strategy, the study suggests creating branded industrial complexes such as K-Bio and K-Defense, supporting the transition to smart green industrial complexes, establishing resident-participatory complex cultural spaces, and building low-carbon, high-efficiency industrial infrastructure. The strategic direction for the Chungbuk aging general industrial complex MP includes easing killer regulations on industrial complex locations to build reinvestment infrastructure for leading companies in key industries, supporting the establishment of a win-win cooperation model between large and small enterprises, and enhancing the technological innovation capabilities of SMEs located in industrial complexes. For the Chungbuk-specific aging agro-industrial complex MP, strategies include promoting branding that reflects regional characteristics, creating complex cultural spaces within agro-industrial complexes to improve the quality of life for workers and local residents, providing startup spaces linked to young returnees to farming and rural areas, improving transportation accessibility to agro-industrial complexes, and creating beautiful streetscapes. Additionally, the study proposes policy projects based on five key tasks and different types of industrial complexes.
