 [ABSTRACT]

Currently, South Korea is facing a decreasing working-age population due to low birth rates and an aging society. Additionally, the growing number of idle youth is not only impacting the domestic economy but also leading to a significant increase in social costs.

The issue of youth employment has long been one of the most pressing social problems, and despite efforts, it remains unresolved, making it extremely difficult to address the long-term issue of idle youth labor. This study aims to analyze the labor market status and working conditions of youth in Chungcheongbuk-do, and to explore ways to promote youth participation in economic activities.

The definition of "youth" varies across different laws, with age ranges differing depending on regional characteristics. According to Article 3 of the "Youth Basic Ordinance" in Chungcheongbuk-do, youth are defined as individuals aged 19 to 39.

By analyzing available statistical data on the labor market and working conditions of youth in Chungcheongbuk-do, this study identifies the following key issues

1. The number of economically active youth aged 15-29 is gradually decreasing, while the number of economically active youth aged 30-39 is increasing. However, the proportion of youth in the overall economically active population remains lower compared to the national average.

2. The number of employed male youth is increasing, whereas the number of employed female youth is declining, contrary to the national trend. In particular, the rise in economically inactive youth among women is primarily attributed to childcare and household duties.

3. While the wage level of youth in Chungcheongbuk-do is relatively higher compared to the national average, their working hours are also relatively long. Based on the analysis of the youth labor market and working conditions, this study suggests strategies and support measures to facilitate youth entry into the labor market. Through this, it aims to improve the quality of life for local youth and foster a virtuous cycle that boosts income and consumption, which could, in turn, contribute to the revitalization of the regional economy.
