 [ABSTRACT]


  In order to address the global climate change crisis, participatory power generation projects leveraging natural resources such as solar and wind power are gaining traction. These initiatives are based on agreements between power companies and local residents, outlining participation rates and investment amounts. There are various profit distribution methods for sharing the proceeds from the development of renewable energy such as solar and wind power. 

  In Korea, notable examples include Jarado solar power plant in Shinan-gun, Gadeoksan wind power plant in Taebaek-si, Saemangeum District 2 solar power plant in Gunsan-si, solar power plant in Ansan-si, Gasiri wind power plant in Jeju, and Seongdangpogu village in Iksan-si. In addition, there are initiatives such as the solar power-based Dure pilot project by the Korea Energy Management Corporation of the Ministry of Trade, Industry, and Energy and the floating solar power project by the Korea Water Resources Corporation. The development of a citizen-led Chungbuk solar power plant in the Chungbuk region is a noteworthy project established by the Cheongju Energy Citizens' Cooperative in 2021 in collaboration with the Council for Sustainable Development and various civil society organizations. Overseas cases from Denmark and Germany, known for their high proportion of renewable energy generation, are examined as well.

  In many cases, participatory renewable energy projects not only espouse the goals and values of energy transition and carbon neutrality but also emphasize distributive justice to ensure equitable benefits from the development of common resources. Profit-sharing methods include basic income-type resident dividends, revitalization of local economies, improvement of village welfare, and guaranteed retirement income, etc. Therefore, it hopes that the utilization of renewable energy generation and the associated development benefits aim to improve the quality of life of residents in Chungbuk Province.
