 [ABSTRACT]

The purpose of this study is to provide basic data for policies, such as plans to establish a corporation dedicated to distribution and trade of agricultural products through a review of institutional matters and a survey of precedent cases for the establishment of a local public institution that will play the role of a general trading company dedicated to the distribution of agricultural products and processed foods in the Chungbuk region.

In order to achieve the research purpose, this study reviewed the theoretical considerations and related systems for local public institutions, analyzed the current status of distribution and trade in the agricultural sector, analyzed the current status of local public institutions, reviewed cases of establishment of distribution and trade corporations in other local governments, and conducted expert FGI.

Policy factors to be considered in relation to the establishment of a distribution trade corporation in Chungcheongbuk-do were presented by dividing them into the preliminary review and preparation stage, establishment stage, and operation stage.

First, policy factors to be considered in the preliminary review and preparation stage included establishing an innovation strategy for agricultural product distribution structure, specifying the purpose and function of establishing a dedicated corporation, sufficient review of the establishment system, setting the business scope and prior profit/loss analysis, and decisions of corporation type.

Second, policy factors to be considered at the establishment stage included forming a consultative body for the establishment of a corporation, discussing alternatives to the establishment of a dedicated corporation, establishing a basic plan for establishing a corporation, and promoting the establishment of a corporation.

Lastly, policy factors to be considered in the operation stage included establishing a sales infrastructure for domestic and international distribution and exports, securing excellent professionals with experience in distribution and overseas sales, reducing operating costs, discovering and expanding high-margin profitable businesses, and  pioneering new overseas markets through ODA.
