  Due to the impact of the cement industry, the northern region of Chungbuk Province, designated as a cement production area, exhibits a higher proportion of non-metallic mineral emissions, a carbon-intensive sector, compared to other regions in the industrial sector. The high carbon intensity suggests that the negative effects resulting from the transition to carbon neutrality and greenhouse gas reduction goals will likely be relatively significant compared to other areas. Hence, research on sustainable co-development strategies for the cement industry in Chungbuk is particularly necessary.

  Carbon neutrality should be approached from an integrated perspective that includes not only the environmental aspect of greenhouse gas reduction but also socio-economic goals such as industrial development, employment, and improvement in the quality of life. It is essential to analyze the conditions and capabilities for promoting carbon neutrality in the region and formulate corresponding strategies.

  This study analyzes the current status and strategies of carbon neutrality in the domestic and international cement industry. After discussing implications, it examines the ripple effects on the domestic economy and the cement industry due to our government's greenhouse gas reduction goals. The study also formulates co-development strategies for a sustainable cement industry in the era of carbon neutrality.

Utilizing the national greenhouse gas reduction goals (NDC) as a basis, reduction target scenarios were established. A computable general equilibrium model was developed for cross-country comparative analysis, quantifying the impact of greenhouse gas reduction goals on our economy and the cement industry.

  In the process of implementing carbon neutrality in the cement industry, this study formulates co-development strategies for addressing the rapid socio-economic changes and resolving inefficiencies and inequalities, particularly in the northern region of Chungbuk Province.
