  Boeun-gun, Okcheon-gun, and Yeongdong-gun, located in the southern part of Chungbuk, have strong agricultural characteristics and have various natural resources related to agriculture and rural areas, and specialize in the production of fruits such as apples, pears, peaches, and grapes using local characteristics.

  The purpose of this study is to continue to promote the regional agricultural development projects of the three southern counties that were previously fostered, and to develop ways to revitalize the local agricultural industry based on this.

  Major changes currently underway are low birthrates and aging, global economic changes, climate change and environmental problems, technological changes, and changes in social values. The rate of population growth is slowing rapidly due to 'aging and low birthrates', and the working-age population is already decreasing. In order to cope with the labor shortage, economic vitality, and social service shortage occurring in agriculture and rural areas due to population change (low birth rate and aging), it is necessary to prepare measures according to the subject and shape of agricultural work. It is necessary to strengthen policies such as improving technology such as mechanization and smart agriculture of agricultural work, cultivating human resources such as young farmers, establishing an agricultural work service system, and responding to the influx of foreign workers. Climate change and environmental issues require mainstream response and an integrated management system, and it is necessary to establish an institutional system that comprehensively considers responding to climate change, improving air quality, and managing agricultural resources. Technology that can offset the trade-off between environmental management and productivity should be developed and distributed to the site. In addition, related indicators such as responding to climate change, improving air quality, and managing agricultural resources should be included in support conditions such as direct payment of public interest.

  Agriculture in the southern region should be more resilient than it is now. First, it is a prosperous agriculture with strong self-sustaining power, which strengthens the public interest function of agriculture, preserves the diversity of agriculture, expands elective payments, practices carbon neutrality and strengthens the public interest function, preserves diversity in agriculture and restores ecosystems, fosters eco-friendly organic livestock free from livestock diseases, and realizes K-food and K-agriculture. Second, we need to create new economic opportunities and jobs through the digitization of rural areas by establishing high-quality public services and infrastructure that strengthens the economy, society, and welfare of rural areas with resilience and connectivity, and by establishing a sustainable bioenergy and circular economy. Third, it is the development of successful farmers with opportunities and challenges. It promotes innovative farmers by expanding smart agriculture and livestock infrastructure and diversifying economic activities that improve the added value of agricultural and agricultural food. Fourth, it is necessary to provide safe agricultural food by establishing a digitized agricultural distribution system using AI, controlling the supply and demand of big data, realizing an autonomous and safe agricultural distribution system, and establishing a local food and local food distribution system.
